The Senior Global Climate Change Advisor for USAID/Bangladesh Environment Team serves as a manager for the Missions growing climate change related activities. This position is located at the Office of Economic Growth (EG), USAID/Bangladesh. S/he has project development, implementation, and monitoring responsibilities for USAID/Bangladeshs global climate change (GCC) and natural resource conservation activities. Global Climate Change related activities are a USG priority. The incumbent is a principal designer and manager of GCC, natural resources, livelihood and enterprise development activities related to environmental conservation and clean energy that are supportive of the Mission's overall strategy objectives in the area of pro-poor, equitable economic growth, sustainable natural resource management, and low emissions. This involves oversight of implementing agencies, including the Government of Bangladesh (GOB) line ministries and technical agencies, contractor or grantee; coordination with other development partners, and the private sector institutions involved with global climate change and environmental conservation. Since Global Climate Change (GCC) is a national issue and as a senior key member of the Environment team, s/he deals with problems that are rapidly evolving and have impact on Environment team as well as overall Economic Growth Office. The incumbent works with the environment and clean energy team members, to ensure the development and successful implementation of bilateral activities in the natural resources conservation and livelihood programs. S/he also works closely with other members and team leaders of the Missions EG Office as well as other offices. The incumbents primary contacts would be the highest level of officials, senior management officials etc. In addition, the incumbent works with USAID/Washington (Asia Bureau and Economic Growth, Agriculture and Trade Bureau) technical and program offices. The Climate Change Programs Senior Gobal Climate Advisor develops and maintains professional contacts with representatives in both the public and private sectors, including Government of Bangladesh (GoB) officials, Change Advisor trade and business leaders, consultants, NGOs, and donor agencies in Bangladesh. The incumbent will be a member of the Missions Office of Economic Growth which also manages USAIDs largest food security program world-wide. The Missions Senior Democracy Advisor is a key member of the Missions staff. S/he provides programming and management assistance and expert technical advice to the Office of Democracy and Governance (DG). S/he will report to the Office Deputy Director. Although in design stage with this activity USAID/BiH at the local level, will help improve municipal level governance structures and increase their transparency, accountability and effectiveness. Local governance support will also encourage greater cross-Entity cooperation between municipalities and greater coordination between the RS and Federation Municipal Associations. All activities under this project will contribute to the main objective to improve governments ability to develop and implement policy while increasing opportunities for public participation in these processes. USAID will use $1,500,000 in FY 2012 AEECA funds to start a new Youth Program. The activity will increase youths economic opportunities and civic participation. The program will include skills building, training for employment; business startup opportunities and reconciliation and tolerance-building activities, It will increase youth leadership skills; increase communication between youth from different ethnic groups and entities; and increase youth self-confidence through business initiatives. The activity will also encourage youth to be more economically and politically active in BiH society to become prosperous and economically viable citizens of the country. The purpose of this program, is to promote reforms in the governance of BiH that will lead to greater investment, growth and jobs, and thereby complement direct support to the private sector that is already underway by reducing the costs and risks of doing business that are imposed through inappropriate regulation. This will be achieved by engaging responsive instruments of government, primarily at the municipal level, to govern more effectively on behalf of their citizens by reducing barriers to growth within their mandate and by advocating for reforms at other levels of government. At the same time, the activity will directly engage the private sector to better articulate, monitor and promote the reforms they need to increase their viability.

The CCEP is USAID/Colombias flagship clean energy activity. Pilot projects utilizing expensive or unproven technology will not be considered for financing by CCEP. All pilot projects will include operation and maintenance cost estimates that inform sustainability plans. The program represents the continuation of two previous five-year programs [Human Rights Programs (HRP) I and II], and is expected to consolidate prior gains, strengthen institutions, and expand geographic/territorial reach to more effectively confront the human rights concerns of vulnerable populations. The programs main objectives will be to support a culture of human rights, prevent abuse and violations of human rights, and provide meaningful and efficient responses to human rights violations once they have occurred. This third phase of human rights program assistance is intended to increase capacity and institutionalization of Colombian actors and entities, while diminishing the role and responsibility of USAID programming over the life of the program; the ultimate goal is to conclude or substantially reduce this area of assistance by the end of this phase. The project, called the Strengthening Access to Justice Project (SAJP), represents the continuation of USAID/Colombia rule of law programming dating back to 1986 and is expected to consolidate prior gains, strengthen institutions, and heighten the focus on civil society and vulnerable populations. To create an entrepreneurial unit that offers activities such as coaching, offer of seed capital and entrepreneurial consultancy to the entrepreneurs in Antioquia who are established in the region with the aim of creating productive units or expanding them; that impacts in a positive manner the economic development of the region and generates employment focused on the vulnerable populations of Antioquia and Sur de Crdoba. Regional development pilot program to bring stability to areas of Colombia that are currently struggling due to their remote location and disconnect from local government entities. This project provides these communities a tangible incentive to be more connected to their local government by providing of educational resources for their children. It also provides a sustainable way for these communities to be connected and monitored by local authorities through improved cell phone, internet, food, and economic stability.

This award will provide technical assistance and training to support CARPE's IR-3 (Policy and regulatory environments supporting sustainable forest management and biodiversity conservation established) and IR-4 (Capacity to monitor forest resources, greenhouse gas emission and biodiversity strengthened). Funds will support a development grant mechanism that leverages other bilateral, multilateral and private resources in working with medium-sized enterprises to promote renewable energy and energy efficiency, finance enhancement and facilitation for end-use energy efficiency and/or renewable energy technologies in the region. Private sector enterprises are critical in mobilizing additional resources and skills necessary to increase access to clean energy services, especially for the underserved rural populations. AIIM-Assist will assist in the management and tracking of the AIIM APS, provide support to build the capacity of AIIM grantees, and provide techinical support to bilateral USAID missions and African regional partners. The new agreement will build and strengthen community/local-level cross-border conflict management mechanisms incorporating local civil society and local government in select IGAD member states. These mechanisms will be linked to the regional conflict early warning and response mechanism. In addition, the implementer will mentor East African NGOs in each country of implementation to be able to support community-level conflict management in the future. Further, the implementer will provide technical support to the regional conflict early warning and response mechanism. The project targets significant populations of highly vulnerable refugees, displaced persons, and returnees in Burundi and the Democratic Republic of Congo with FP counseling and services. The main goal of the project is to identify and test flexible models of delivering FP services in different phases of crisis - pre-planning, emergency and post recovery situations. These include setting up mobile outreach services and 24-hour drop-in centers which provide integrated FP/RH services, including sexual and gender based violence services and promotion of the Healthy Images of Manhood strategy. In addition, the project initiated community based distribution of injectables in the DRC. The evaluation aims to determine to what extent the project has achieved its overall goal and objectives. Provide USAID East Regional Mission, bilateral USAID Missions in Africa, and African non-presence countries with country backstopping, coordination and programmatic support to assist in successful implementation of the USAID's EPT Program in the Congo Basin Region of Africa. The purpose of this evaluation is to assess the process and outcomes of the ROADS I and II projects in strengthening the response to HIV/AIDS in vulnerable mobile and transient populations along transport corridors in East, Central and Southern Africa. In addition, the evaluation will assess the additional value in integrating Family Planning/Reproductive Health (FP/RH), Maternal and Child Health (MCH) and nutrition interventions into the ROADS I & II projects. Conclusions, lessons learned and recommendations will provide information that will allow USAID/East Africa to (i) make decisions about a follow-on project and; (ii) determine what aspects of the project can be scaled-up by USAID/EA and bi-lateral programs in the region. This award will conduct an impact evaluation (pending feasibility of conducting an impact evaluation) of the planned program to strengthen cross-border conflict management in the Horn of Africa (PEACE III) The overall goal of PREPARED is to strengthen the climate resilience of economic development in East Africa through improved science based technical capacity and policy leadership. PREPARED will enhance East Africa's response to climate change through building solid science and data management capacity; enabling strong working partnerships between stakeholders and decision-makers; creating and strengthening policy leadership and knowledge frameworks to support and integrate adaptive strategies with an emphasis on three top regional priority climate-sensitive sectors: food security, freshwater resources, and biodiversity conservation. This award will be designed jointly with BFS and AFR/SD in Washington, the other regional missions, and the Feed the Future focus missions, building on the lessons of the Africa Lead project. This project plans to engage an international organization to initially build the capacity of a regional African organization and eventually transition to them the leadership and management of family planning/ reproductive health programming in the region. The program will focus on integration, innovation and ICT as key elements for strengthening FP/RH service delivery, including addressing sexual and gender based violence in the region. USAID/East Africa's new East Africa Trade Expansion/Hub project is currently under design with implementation to begin in 2013. The new project will build on the successes of the USAID/EA Competitiveness and Trade Expansion (COMPETE) project focused on 1) increase integration and reduce barriers to regional and international trade; 2) increase competitiveness and trade in select regional value chains; and 3) increase US/ECA trade and ECA capacity to engage in trade negotiations and better take advantage of AGOA. The new project will serve as a key program component in achieving the Mission's Feed the Future objectives of increasing the availability and trade of staple foods. As well, the project will serve as the East Africa Mission's programming for the African Competitiveness and Trade Expansion Initiative (ACTE) by providing trade-related technical assistance to export firms and promoting increased trade under AGOA between East and Sub-Saharan Africa and the United States.

USAID/Caucasus is assisting the Georgian operating utility, Georgian State Electrosystem, Ltd. (GSE), to reestablish its 220 kV transmission system between the Menji and Tskaltubo substations. The transmission lines (Senaki 1 and 2) connecting these substations had been destroyed. The Senaki 1 and 2 transmission line were approximately 58.8 km (36.5 miles) in length. Of a total of 212 original structures only 3 are still in place. In addition, the bus terminals for the Senaki 1 and 2 transmission lines at the Menji and Tskaltubo substations are in disrepair and must be reconstructed. FinGAP is an effort to address one of the key constraints that restrict the development of commercial agriculture in Ghana access to finance. FinGAP will achieve this by operating on both the supply and demand sides through two integrated components: (i) an Agribusiness Development Unit and (ii) Agri-Finance Unit. The Agribusiness Development Unit will support agricultural enterprises to develop their ideas and create wellmanaged, financially sustainable operations, thereby creating a pipeline of investment opportunities. The Agri-Finance Unit will provide capacity building support and incentives to financial institutions (FIs) to expand their capacity to undertake agriculture related investment. USAID/Ghana will support the improvement of technology development and transfer systems through an Agricultural Technology Transfer (ATT) activity. ATT will improve agricultural research and extension systems by creating a private sector led agricultural technology transfer mechanism that links research, extension systems and producers to a market driven approach to variety development and dissemination. This Project is intended to initiate energy efficiency efforts at the community level. The goal of the Clean Energy Project (CEP) is to improve the energy business environment, increase energy security and help the Macedonian Government meet its climate change obligations. This goal will be achieved through improving the legal and regulatory environment for clean energy investment, specifically in the area of streamlining the processes and procedures for investing in renewable energy projects and establishing strategies and action plans for Low Emissions Development. Focus will also be placed on increasing energy production from biomass waste; and building the capacity of institutions focused on clean energy utilization. 1) The goal of the Competitiveness Through Clean Technology (CTCT) project is to enhance private sector competitiveness through increased investment in clean technologies and the introduction of energy management practices in business and industry. Support will focus on the introduction of energy efficiency, energy management, and renewable energy technologies through introducing Energy Management tools and practices and capacity building on these practices. Promotion of new agricultural adaptive practices to climate change and raising farmer and general public awareness. The purposes of CAPA are to 1) stimulate civic activism and participation at the national and local levels; 2) enhance the ability of civil society organizations (CSOs) to conduct government oversight advocate, and provide input into public policy; and 3) establish sustainable mechanisms for regular and ad hoc CSO cooperation and mobilization on democratic reform issues. The project will strengthen and build the capacity of journalists organizations to promote greater citizen demand for a legitimate, credible media. The proposed project, National Convention on the European Union in Macedonia, will contribute to the resolution of both of these problems by 1) facilitating a constructive political dialogue between the government and the opposition in the context of EU integration and 2) providing an appropriate framework for more substantial inclusion of all other stakeholders in the process. USAID Macedonia will conduct an Impact Evaluation for the YES Network Project in FY 2012. This will be the first phase of the evaluation when baseline data and counterfactuals are collected to serve as a foundation for the final impact evaluation that will be conducted in FY 2015 for the final results and the impact the project had on workforce development in the selected regions.

The Development, Outreach and Communication Specialist provides leadership in the development and implementation of the Mission communications strategy, serves as supervisor and technical specialist to the FSN DOC Specialist, and is a point of contact and liaison for the Mission with local and international media, as well as with USAID/Washington. The Project will strengthen private sector capacity to drive regional economic development and job creation in selected regions. The specific goal is to reduce the current barriers that limit MSE opportunities to enter the public procurement market, both on MSEs and on public contract authorities part. Program objectives are: to increase MSE awareness of the opportunity offered by the public procurement market; to provide MSE with knowledge, tools, skills, and capacities for tendering procedures; and to help public contracting authorities to relieve the administrative burden which disables MSE entry into public procurement. Grants to strengthen the capacity of local civil-society organizations to represent citizens' interests in the democratic processes. The project intends to assist the Government of Macedonia (GoM) in the strengthening of the national education and training system by identifying necessary interventions that would best support the national policy regarding continuous professional and career development of teachers. The PSC Democracy and Local Governance Office Director is responsible for development, management, monitoring and evaluation of a broad range of democracy and governance related programs undertaken by USAID in the Republic of Macedonia. The objective of this APS is to make significant advances in the overall goal of increasing the capacity and improving the performance of key civil society organizations and independent institutions through the Human and Institutional Capacity Development (HICD) methodology. This project will promote local stability through local capacity development of civil society, local government and community groups. The prime partner will work to build the capacity of four local organizations so that they are able to recieve direct funding. The program will also build the capacity of District Development Committees to support direct funding to improve service delivery. This constitutes the flagship Feed the Future activities including the integrated agriculture and nutrition interventions which aim to increase incomes and reduce malnutrition. This project includes an innovative transition or "flip" in which prime implementation responsibilities are handed over to local organization implementers using a phased approach. USAID/Nepal, working closely with the Government of Nepal (GON) Ministry of Health and Population (MOHP), is proposing a five year $33.3 million Health for Life (H4L) project that will significantly contribute to the priorities described in Nepals Health Sector Programme II (NHSP II) under the umbrella of the U.S. Global Health Initiative (GHI). The H4L aims to strengthen the GON capacity to plan, manage and deliver quality and equitable family planning and maternal, newborn, and child health services. This is an audit for the adult literacy, M&E, and other direct local FTF awards. This supports IPR because it is a direct award to a local organization. USAIDs Ghar Ghar Maa Swasthya, or Healthy Homes project, is building the capacity of a private sector company, Contraceptive Retail Sales (CRS), providing social marketing services in Nepal. Our support will eventually allow CRS to become an independent, sustainable company that expands the availability and accessibility of health products in select hard-to-reach rural areas of the country. The program will assist the GON to expand the depth, reach, and impact of the private sector in social marketing, and provide low-cost maternal and child health, family planning, and HIV prevention products and services. Ghar Ghar Maa Swasthya consists of two components. Under the first component, USAID funds CRS for social marketing activities, focusing on sustainability through commercial marketing in the urban areas and promoting subsidized products in the rural, hard-to-reach areas. Under the second component, Family Health International, assists CRS to develop and implement business plans and design effective behavior change communication activities, such as generic campaigns promoting family planning. The Complex Crisis Fund will be used to provide Technical Assistance on the rehabilitation of ex-combatants and re-integration into their new communities. These funds will be used to support a long term advisor, short term TDY support and the monitoring and evaluation of all Complex Crisis Funds. This program is related to USAID Education Strategy Goal 1-Improved Reading Skills for 100 Million Children in Primary Grades by 2015, and aligned with the GONs School Sector Reform Plan (2009-2015). This program will help the GON to achieve MDG Goal 2: achieve universal primary education by improving reading instruction; reading delivery systems; and accountability, and transparency by community and the public. The mission will explore opportunities for direct funding to the GON or to local NGO's based on the results of an impending needs assessment that will inform program design and mechanism selection. USAID will provide direct support to the Ministry of Women, Children and Social Welfare Council in support of its effort to conbat trafficking in Nepal. The Asia Foundation USAID will engage locally based organizations to promote awareness and understanding of Nepal's new federal structure and its implications for citizens and sub-national government units.

This project will support Mission-wide development objective teams interested in exchanges or training. These training programs will be linked to on-going or planned developmental assistance activities by USAID Development Objective teams and they will contribute in achieving expected results. The project aims to improve management of key watersheds in the Philippines that provide environmental services (e.g. such as water for household, agriculture and industrial uses). By putting in place the necessary policy environment and safeguards in the forestry sector, activities are geared towards building public-private partnerships that will encourage investments and increase economic benefits to forest managers, with co-benefits of increasing ecosystems and community resiliencies to climate change.(GDA Watershed Project) This is a 4 year project that will establish linkages between the academe and industry in high growth areas to spur economic growth. It shall address the mismatch between skills being produced by higher education institutions, and the demands of the local labor market. ( Phil. Industry- Academe Partnership - Local only ) The BASA Philipinas project is a 5-year basic education activity that will support host governments education decentralization through the School-Based Management program and the Every-Child-A-Reader program. The project will leverage public support and community participation to improve education outcomes, and will have a special focus on reading. (Education Governance - Local only) The award will be a 4 year contract that that will address the human capital development and innovation for economic growth component of the Partnership for Growth program. The main objective is to increase the research capacity of universities as the main source of innovation. The project will establish partnerships between U.S. and Philippine universities for collaborative research, faculty exchange and technology transfer.(STRIDE) This award will provide education assistance to conflict areas affected in Mindanao and address issues of access, quality and equity. New Award USPSC - Senior Regional Climate Change Advisor (Low Emission Development Strategies) to support the planning and implementation of Low Emission Development Strategies (LEDS) in Asia and coordinates the U.S. Government initiative for LEDS, Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) in Asia. There are 10 services described in this BPA and include activities that have become the central premise of USAID Forwards Implementation and Procurement Reform (IPR) PFMRAF Stage 2 assessments, pre-award surveys, financial reviews, and the development of policy and procedures for capacity building efforts. As such, this BPA will serve to strengthen RDMAs ability to conduct business in the USAID Forward framework which has increasingly become a focus within the last year. A 4 year Rule of Law program with a ceiling of $10 million that will focus on access to justice and commercial law. The access to justice component will improve representation rates in administrative cases by expanding the number and geographic scope of legal clinics associated with law schools and NGOs, and improve representation rates in criminal cases through the development of public defenders offices or similar legal aid centers. The commercial law component will build upon existing relations with the Supreme People's Court to continue training for judges on intellectual property rights. This award will be competed through an APS with the objective of providing awards to selected local NGOs to facilitate South-South learning and productive technologies to address food security.

This activity will provide year-round sports training and athletic competition in a variety of Olympic-type sports for children and adults with intellectual disability, giving them opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families and the Special Olympics community. International Through a new economic growth program under design, USAID/Serbia aims to grow businesses in two economically depressed and vulnerable geographic regions in Serbia South Serbia and Sandzak. The 5S activity will provide technical assistance and training to promote safe learning environments, make formal education supportive and relevant, expand access to education, restore education service delivery, prepare and encourage educators to support learners psychosocial well-being and strengthen the capacity of the education system to support learners experiencing psychosocial and mental health difficulties This activity will be designed to provide critical input into building a decentralized education system in South Sudan by helping to establish and enhance the presence of government institutions at the local level. The mechanism will address the challenges of low human capacity levels of education managers at all levels of educational administration and enhance the establishment and operations of appropriate institutional structures and policy frameworks to support long-term sustainable management of the education sector in South Sudan. The purpose of the project is to encourage banks / lenders to provide credit to areas that have agricultural potentials especially in states where USAID currently implements large agriculture portfolio. The DCA loan portfolio guarantee will enable Equity Bank, Kenya Commercial Bank and Finance Sudan to provide loans to micro and small enterprises involved in the agricultural sector throughout the three states of Western, Central and Eastern Equatoria) and Jonglei and other parts of South Sudan that they would not have otherwise made with the terms of the guaranteed loan. The goal is to pursue meaningful economic growth, through creation of an enabling environment to attract more investments, increasing the volume of trade, and creating wealth through better management of natural resources.

USAID/Uganda seeks to collaborate with an external research partner to conduct performance and impact evaluation (P&IE) of a planned five-year Literacy and Health Education Program in Uganda. The primary purpose of this P&IE is to evaluate program implementation and effectiveness, and the extent to which the programs literacy and HIV/AIDS prevention activities result in measurable impact at the level of student learning. USAID Ugandas project for Strengthening Agriculture and Rural Transformation through Value Chain development (START-VC) will contribute to increasing the quantity and improving the quality of output produced and marketed by smallholder farmers. The START-VC project will also generate jobs (both on- and off-farm) and stimulate rural enterprise development. This project will focus on the three value chains identified in the Uganda Feed the Future (FTF) Strategy- coffee, maize, and beans. In support of the GOU DSIP, USAID/Uganda seeks to increase private sector investment in agriculture and, the food and beverages industry by $75 million or more over five years using the mechanism of a $25m partnership investment fund to make available venture capital to enter into public-private agreement(s), involving new partners and innovative approaches will be available to coffee, maize, beans value chains. The intervention seeks to boost the capacity of a number of public and semiautonomous agencies in the fields of agricultural project and policy analysis and planning. Intervention areas include capacity development for: (i) improved statistics for project planning, monitoring and evaluation; (ii) agricultural policy and advocacy; and (iii) agricultural enterprise analysis.

5 yr project to increase participation, accountability and local governance for effective service delivery. The program will enhance accountability within local government institutions, strengthen the Government of Uganda (GOU) accountability institutions, improve local government governance, support civil society organizations (CSOs) and other non-state actors. This activity has been designed to meet USAID/ Ugandas needs for accessing and using sound evidence, catalyze learning and adapting program management. Improve and sustain health outcomes and nutritional status of population in Acholi and Lango region through district -based system strengthening and integrated services for HIV/AIDS, tuberculosis, malaria, maternal and child health, reproductive health and family planning, nutrition, water and sanitation for the fulfillment of the health sectors contribution to the National Development Plan and Millennium Development Goals (MDGs) of reducing maternal and child mortality; to reducing fertility; malnutrition; the burden of HIV/AIDS, Tuberculosis and malaria. Communication for Better Health is a new health sector-wide activity in Uganda that seeks to improve the national HIV/AIDS and health response through strengthened health communication. The project aims to increase demand for and uptake of critical HIV and health services, to promote adoption of behaviors that positively impact health, and to strengthen coordination systems and capacity of government and civil society. The overall objective of the Program for Agricultural Inputs Development (PAID) is increased production of maize, beans, and coffee through the appropriate use of high quality agro-inputs (seeds, fertilizers, pesticides, herbicides, and light equipment). This will be achieved through i) increasing the availability of inputs to farmers in Feed the Future (FTF) focus districts (see Attachment A), ii) decreasing the prevalence of counterfeit agricultural inputs, iii) increasing awareness of inputs, their benefits, and proper usage, and iv) improving domestic regulatory, convening, and advocacy capacity for inputs. Program will address selected Agriculture Policy and Enabling Environment challenges that constrain increased production, investment and trade in the agricultural sector. USAID seeks to provide $ 8.5 million over five years for a program to mitigate potential negative environmental impacts arising from the oil extraction in the Albertine Rift. The Democratic Rule of Law, Human Rights, Consensus Building and Participation (DHCP) program will support peaceful political competition to facilitate a democratic and representative political process, promote broad-based citizen participation in defining changes to governance structures and procedures, promote democratic competitive political processes that incorporate and reflect the will of citizens and advocate for promotion, equal access to justice, protection of human rights and enhance free flow of information to develop a functioning democracy. This technical assistance activitys goal is to increase Tuberculosis (TB) Case Detection (CDR) and Treatment Success Rate (TSR) in focus areas in order to contribute to the meeting of national targets for reducing the burden of TB; MDR TB and TB/HIV. The objectives of this program are to support the Palestinian Authority (PA) public sector reform efforts by assisting the PA to strengthen the operational and management capability of key ministries and public sector institutions to govern more effectively; improve mechanisms of service provision; strengthen legal and policy formulation processes; enhance the performance of targeted PA institutions, and bolster accountability and oversight mechanisms. The program is a 5-year initiative which aims at expanding educational and leadership opportunities for youth aged 14-29 throughout the West Bank, by creating sustainable hubs for youth innovation and learning. The program will build on existing efforts made in the YDRCs by developing 8 new YDRCs in the 8 remaining governorates. The expected program outcomes include enhancing leadership and life skills for youth, establishing new YDRCs for youth to learn and apply new skills, access information, network and engage in community development, enhance the capacity of the YDRC board members and staff to effectively run youth programs at their facilities. The School Assistance Program aims at improving the quality of education in the most marginalized areas of the West Bank and Jerusalem. The program will improve schools learning environments through renovating educational rooms, upgrading sports and multi-purpose facilities, and equipping laboratories. Also, teachers and school principals will be provided with training on student-centered approaches, best practices in teaching and learning and community engagement in the educational processes. The purpose of this contract is to implement the Trade Project, a project that aims to expand private sector growth in the West Bank and Gaza through increased trade and investment. The project will ease constraints to trade and investment through data collection, analysis, and facilitating dialog and development of feasible solutions to trade and investment constraints. The project will also build the capacity of the Palestinian private and public sector to overcome trade and investment constraints. The Palestinian Community Infrastructure Development Program will increase Palestinians access to community infrastructure and provide rapid response to address urgent needs in the West Bank and Gaza. The program will replace or upgrade water and sanitation networks in order to increase access to water resources and alleviate water losses; upgrade health facilities to improve essential health services; build and upgrade schools to provide improved learning facilities; and, provide other public infrastructure within and between communities to improve basic services and increase economic opportunities. Subject to the availability of funds, this competitively awarded five year Cooperative Agreement shall focus on implementing projects primarily in rural and vulnerable communities that face serious shortages in basic services.

The objective of USAIDs WASP is to expand the availability of quality improved seeds in West Africa through the private sector to increase farmer access to improved seeds. WASP is expected to emphasize the use of market-driven mechanisms to promote the effective use of and access to improved seeds, and to enable local seed companies to respond to the anticipated increases in demand for improved quality seeds as the agriculture sector becomes science-based and transformed through the adoption of modern technologies to raise productivity. This new program is designed to develop training and capacity-building for key judicial actors; provide and upgrade infrastructure and equipment to enhance the capacity of key judicial actors and ensure that justice institutions are fully operational; and expand access to the formal legal system through community-based legal education. This new program is the regional family planning and reproductive health program aimed at increasing the access and use of family planning services in West Africa region. This is a regional program that is designed to increase access and use of prevention, care and support services by people most affected by HIV/AIDS Trade Hub and African Partners Network Program The program is designed to provide analytical support services in the area of monitoring and evaluation as well as local capacity building. The program will facilitate improved analysis of the impact of USAID/WA interventions through more rigorous documentation of results while also serving as a management tool during implementation and for future designs.

In support of Government of Republic of Zambias goal of eliminating GBV in a holistic, systematic and comprehensive manner through multi-sectorial and multi dimensional approach, the goal of the Stamping Out and Preventing GBV (STOP GBV) program is to increase prevention of and response to GBV in Zambia. The main objective of the Access to Justice program is to improve access to justice for adult and children survivors of GBV by building the capacity of GBV service providers as well as the policymakers, police, courts, and community leaders in GBV case management and implementation of laws. The program is also expected to provide legal aid to survivors to ensure success of cases in court.

Zambia Orphans and Vulnerable Children Management Information System project (ZOMIS) will feed into USAID/Zambias goal of reduced impact of HIV/AIDS through multi-sectoral response and will contribute to intermediate results of improved care and support for people living/affected by HIV/AIDS, strengthened capacity of key sectors to mitigate the HIV/AIDS impact and improved policy and regulatory environment. The ZOMIS project will contribute to the USAID bigger picture objective of strengthening the public sector response for OVC through systems strengthening by addressing the many challenges of Orphans and Vulnerable Children (OVC) identification, targeting, implementation and monitoring of the external support and outcomes. The ZOMIS project is expected to collaborate with two other system strengthening projects called District OVC System Strengthening project (DOSS) and the Zambia OVC System Strengthening (ZOVSS). This award will provide monitoring and evaluation support services to USAID/Zambia through the FY 2011-FY 2015 CDCS period. Multiple direct awards (possibly through fixed-obligation grants (FOGs) to local Zambian organizations for promotion of forest conservation and alternative livelihood activities in Eastern Province. ZOVSS will provide technical leadership for strengthening systems of implementation and promote joint planning and program implementation across key line ministries. ZOVSS will also promote the strengthening and utilization of the already existing structures (government and community) for effective OVC service implementation in Zambia. The ZOVSS project is expected to collaborate and build the capacity of the other two system strengthening projects: District OVC System Strengthening project (DOSS) and the Zambia OVC Management Information System (ZOMIS). Full and Open Competitive Contract for the development of forest land and resource management plans in pilot areas in the Eastern Province that include (a) detailed carbon inventories; (b) associated replicable and scalable monitoring, reporting, and verification methodologies; and (c) increased alternative livelihood options. Project will also promote policy reforms creating an enabling environment for sustainable natural resource management and civil society institutional strengthening. USAID Zambia will conduct an evaluation of the Local Partners Capacity Building Project (LPCB). The Evaluation is intended to assess the relevance, performance, management arrangements and success of the project. It will also look at signs of potential impact of project activities on beneficiaries and sustainability of results achieved by the project. The Evaluation will also identify/document lessons learned and make recommendations that USAID and stakeholders might use to improve the design and implementation of other related projects and programs in Zambia.
