The Act m akes it m andatory for ev ery child between the ages of 6 -1 4 to be prov ided for education by the State. This m eans that such child does not hav e to pay a single penny as regards books, uniform s etc too. Any tim e of the academ ic y ear, a child can go to a school and dem and that this right be respected. Priv ate education institutions hav e to reserv e 2 5% of their seats starting from class I in 2 01 1 to disadv antaged students. Strict criteria for the qualification of teachers. There is a requirem ent of a teacher student ration of 1 :3 0 at each of these schools that ought to be m et within a giv en tim e fram e. The schools need to hav e certain m inim um facilities like adequate teachers, play ground and infrastructure. The gov ernm ent will ev olv e som e m echanism to help m arginalised schools com ply with the prov isions of the Act. There is anew concept of neighbourhood schools that has been dev ised. This is sim ilar to the m odel in the United States. This would im ply that the state gov ernm ent and local authorities will establish prim ary schools within walking distance of one km of the neighbourhood.
