On 22nd July, 2012, High Commissioner of UK in Pakistan informed Chairman NADRA about an Identity Fraud. On 23rd July, 2012, a London based Newspaper The Sun published a story with a title

Mohamamd Ali Asad was registered as Citizen of Pakistan and was holding Manual Identity Card # 266-77-169123. On 6th Feb, 2002 individual obtained Computerized National Identity Card (CNIC) from NADRA . CNIC # 35202-2660630-5 was issued to him. His mother, Razia Jabeen malik was holding CNIC # 35200-1489981-6. As per ground verification report, she was a divorcee and was working as Leady Health Visitor. She has died since last 8 years.

Mohammad Ali Asad got settled in UK for last 8 to 10 years and acquired UK nationality. As British national, he obtained UK Passport # 506486804 with his own particulars including name and photograph bearing fake Date and Place of Birth. Being dual national, he retained his Pakistani nationality and kept his original CNIC is his safe custody.

Mohammad Ali Asad was picked by The Sun as undercover, who travelled to Pakistan on 8th July 2012.
He stayed at Avari Hotel, Lahore and booked a room from 8th till 31st July 2012 @ Rs. 18,000 per day. He went to NADRA office, Baghbanpura to get his photo updated against his own CNIC on 10th July, 2012 rather than getting someone else identity as claimed by The Sun story. His CNIC was updated after matching with his previous record held in database. After getting his CNIC modified, he processed for his MRP on 13th July 2012 which was delivered to him on (c) 2011, Government of Pakistan 18th July 2012.

Through this fake scam, The Sun tried to conspire that anyone can get his photo modified against someone else Identity and subsequently can obtain fake passport. In fact, photograph was updated against individuals own identity which he retained being dual national. No violation of procedures has occurred in processing this modification application. The impression of having weak CNIC and Passport issuance systems in Pakistan was tailored by manipulating the facts to achieve ulterior motive of undermining the strength of NADRA systems and defaming Pakistan.

The Sun also described another misleading fact that No Next of Kin information is stored in NADRA database against this individual. In fact NADRA has complete registration track of this individual along with family information and appropriate addresses. His mother is registered in Manual Identity card registers and in Census 1998 database.

Operational systems at NADRA are in place and are out of reach for any malicious activity. Each transaction is logged and complete audit trail is preserved. NADRA management has a zero tolerance policy towards any kind of breach of security and is fully committed to safeguard the National Database. Apparently, it is concluded that this activity has been designed with a malicious intent to malign Pakistan and build case for any recurrence with reference to the international event like Olympics.
