Short history of DPULOs

1960s

Civil Rights Movements

Establishment of Mental Health User/Survivor Movement

1970s Were not mad were angry
First Centres for Independent Living (CILS)
1980s Nothing about us without us
Prime Ministers Strategy Unit recommends that there should be a DPULO in in every
2005 LA area modeled on CILS (Improving the Life Chances of Disabled People, PMSU)
Department of Health recommends that DPULOs play a key role in the transformation of
2007 adult social care and supports this with a development fund (Putting People First, DH)
Having a DPULO is one of the 5 milestones that each LAs progress on transforming
2009 adult social care is judged against (TASC Milestones, DH, ADASS, LGA)

Office for Disability Issues launches the Strengthening Disabled Peoples User Led

series of case studies on the
difference that DPULOs are
making in addressing
disability hate crime

Case studies include:

Third party reporting
Partnership working and coproduction with the police and the CPS
Awareness training and confidence building
Securing and maintaining funding from a range of sources for
specific disability hate crime projects
Working with young people and schools
Advocacy

DPULO to curate a series of
case studies on
commissioners of public
services and DPULOs
working together

Case studies are likely to include:

- Commissioners reserving contracts for DPULOs using existing legislation and
regulations
- Effective engagement between DPULOs and emerging Health and Wellbeing Boards
- Commissioners working with DPULOs to support their move into new service areas
- How DPULOs and commissioners have worked together to deliver value for money
during times of austerity
- Significant contracts being issued for voice / engagement related work
- Strategic partnerships between DPULOs and commissioners
