Aims of the Session


Be aware of different situations on social exclusion of young people Know examples of how guides and scouts can reach out to the socially excluded Know what there is in Europe (policy and support) to help Develop partnerships and co-operation nationally and locally

Poverty in the EU is still at a relatively high level. Nearly 1 in 7 people are at risk of poverty. (1 in 5 children) The figures are even higher for some groups such as children and older people. However, the extent and seriousness of the problem is often not well understood either by policy makers or the general public. The debate on poverty in the EU is often closely associated with social exclusion.

How to people become Socially Excluded?

Vulnerability
Personal well-being is put at risk because
they lack sufficient resources, are at risk of being in debt, suffer poor health, experience educational disadvantage live in inadequate housing and environment.

European platform against poverty and social exclusion
Launched in 2010, the platform is part of the Europe 2020 strategy for smart, sustainable and inclusive growth.

Methods
Although combating poverty and social exclusion is mainly the responsibility of national governments, the EU can play a coordinating role by: identifying best practices and promoting mutual learning setting up EU-wide rules making funding available

Key actions
Improved access to work, social security, essential services (healthcare, housing, etc.) and education Better use of EU funds to support social inclusion and combat discrimination Social innovation to find smart solutions in post-crisis Europe, especially in terms of more effective and efficient social support New partnerships between the public and the private sector

Sometimes local leaders will challenge national policies on opening Scouting to less privileged children the time and resources needed for integration would be better spent elsewhere and, anyway their presence is quite disruptive and thus not beneficial to the group

Conclusions
So, Social inclusion isnt a new topic in scouting and exists policies, best practices, materials, networks, tool-kits and seminars. But, we already knows that we have a long path to walk for being relevant in this topic

Who is there to help?

The Enter! project on access to social rights for all young people is promoting innovative youth work practices and youth policy standards addressing social exclusion, discrimination and segregation of young people, and improving their access to social rights. The aim of the 2012- 2014 Enter! Project:
promoting inclusion and access to social rights of young people, in particular those exposed to social exclusion, discrimination and violence, through local and national youth work interventions, youth policy support measures, the production of educational resources and the recognition of youth work.
