The active population The employed population persons above the age of 15 who carry out an economic or a social activity, being a producer of goods and services, for the purpose of obtaining revenues as wages, natural payment or other benefits.

The inactive population persons who have not worked even for at least 1 hour and they were not unemployed during the time reference, being part of the following categories: pupils/students, pensioners, and householders. The rhythm of economic growth is unable to create new jobs, in order to ensure full occupation on the labor market The technological development, on the short-run, is a generator of unemployment, on a more or less considerable proportion, based on the financial ability of one country to assimilate the new improvements. On the long-run, it generates new needs, which are covered by the products produced through the new activities, at their turn being generators of new work places. The economic crisis is characterized by the decrease and stagnation of the economic activities, increasing the number of unemployed people thus, their reintegration being on a low level.

In Romania, the labor market is neither adequate for people with disabilities, nor accessible or openminded. The result: only 11% of them are able to find a job. The employment rate is five times lower than in the other European states with proper social systems, such as the northern countries.
