Saat ini belum dirancang EA yang sesuai dengan acuan yang baku dan menghasilkan blueprint yang selaras dengan kebutuhan bisnis perusahaan. Acuan yang baku untuk perencanaan EA adalah EAF yang berkembang dan sesuai dengan kebutuhan perusahaan. Dan permasalahan-permasalahan yang ada saat ini berdasarkan kepada 6 sudut pandang (viewpoints) didalam kerangka Zachman [1-2] yaitu scope, bisnis model, sistem, teknologi, penyajian yang terperinci serta fungsi perusahaan. Dan ada 6 aspek dan kata tanya yang meresponnya yaitu aspek data (What?), aspek fungsi (How?), aspek jaringan (Where?), aspek sumber daya (Who?), aspek waktu (When?), aspek motivasi (Why?). Permasalahan permasalahan tersebut adalah data masih tersebar disetiap unit tetapi tidak terintegrasi yang mengakibatkan memakan waktu yang lama serta data tidak dapat diakses dengan mudah, tiap pusat menjalankan fungsinya masing-masing tetapi tidak menerapkan perencanaan didalam kebutuhan TI, letak geografis yang berbeda mengakibatkan tidak terintegrasinya sistem, sumber daya manusia-nya kurang memahami TI, proyek-proyek TI tidak terencana mengakibatkan integrasi yang sulit dan pengeluaran biaya yang besar serta tidak adanya transfer teknologi dan transfer knowledge, sudut pandang tentang TI hanyalah sebagai pendukung (support). Tujuan yang ingin dicapai pada penelitian ini adalah EAF yang paling cocok, rekomendasi model arsitektur bisnis, arsitektur sistem informasi, arsitektur teknologi serta solusisolusi terbaik yang harus diterapkan didalam pembuatan blueprint.

Dari analisa sistem informasi pada Tabel 2 dapat disimpulkan bahwa diperlukan peningkatan (upgrade) fasilitas TI yang ada saat ini, mengimplementasikan data warehouse didalam integrasi data, implementasi Service Oriented Architecture (SOA) didalam proses integrasi dari sistem informasi yang ada, aktifitas ini mengakibatkan biaya (cost) meningkat.
Pada Tabel 3. Banyak yang harus dipenuhi yaitu pengadaan dan peningkatan (upgrade) perangkat keras dan perangkat lunak dari infrastruktur saat ini. Diperlukan peningkatan sistem pengaman jaringan untuk mendukung semua aktifitas diatas seperti server-server sudah masuk kedalam suatu DMZ (demilitarized zone) yaitu pemisahan server-server didalam zona netral diantara jaringan lokal dan jaringan luar serta perlunya ada IDS (Intrusion Detection System) dan IPS (Intrusion Prevention System). Semua itu akan mengakibatkan dibutuhkannya biaya (cost) yang tinggi didalam proses implementasi rencana dari target arsitektur tersebut.
Kemudian dilakukan validasi ini pada tabel Tabel 4 untuk menjawab apakah perencanaan sudah sesuai dengan kerangka arsitektur yang baku dan perlu tidaknya cetak biru (blue print) dibuat secepatnya. Pada tabel dibawah ini akan membuktikan dasar-dasar teknis yang sudah digunakan pada saat ini dibandingkan dengan target arsitektur. Hasil analisa setelah di validasi antara TOGAF, EA saat ini dan target arsitektur maka arsitektur yang diinginkan harus mempunyai dasar-dasar teknis yang ada di TOGAF yaitu perencanaan yang tidak berkala mengakibatkan banyaknya fasilitas service terabaikan, dari validasi tersebut sangat dibutuhkan perencanaan TI untuk BAKOSURTANAL kedepannya dan kebutuhan untuk membuat blue print TI, EA yang dibuat bukan hanya berdasarkan trend teknologi saja tetapi dampak-dampak lainnya harus dianalisa secara detail berdasarkan EAF yang dipilih. Karena perencanaan yang mengikuti trend teknologi saja akan meningkatkan biaya (cost) dan peningkatan kemampuan sumber daya manusia (SDM), EA yang direncanakan belum memenuhi syarat jika belum memenuhi platform dasar pada TOGAF.
Kemudian dilakukan validasi dengan data dari pendapat expert untuk mengetahui apakah perencanaan yang dilakukan didalam waktu yang singkat sesuai dengan hasil dari gap analysis. Hasil Gap Analysis meliputi: SOA (1), ERP (2), Data Warehouse (3), Integrasi data (4), Perlu cetak biru (5), Dukungan Level Manajemen (6), Pelatihan SDM TI (7), Aplikasi user friendly (8), Sistem jaringan terencana (9), Sistem Keamanan terencana (10), Executive dashboard (11),Teknologi yang mendukung bisnis dan SI (12), sedangkan pendapat expert meliputi: (Komentar untuk perencanaan TI di BAKOSURTANAL kedepannya) adalah TI sebagai pusat GeoICT (menangani infrastruktur jaringan, database, aplikasi) (A), Desentralisasi (B), Sentralisasi (C), Data sharing (D), Data akses (E), Data multiuser (F), Data seamless (G), Data Multipurpose (H), Bandwidth besar (I), Security (J), Fasilitas Pencarian dan akses data (K), Sistem Back up (L). Dari Tabel 5 dapat disimpulkan bahwa tenaga ahli didalam memberikan pendapat dan perencanaan terlalu global tidak spesifik. Dan hanya melihat hal-hal yang berhubungan dengan teknologi saja tanpa memperhatikan kebutuhan sumber daya manusia (SDM), kondisi level manajemen, keselarasan antara IT dengan bisnis.
Dari hasil analisa diatas dihasilkan suatu perencanaan seperti dibawah ini untuk arsitektur bisnis, arsitektur sistem informasi dan arsitektur teknologi. Arsitektur bisnis pada Gambar 2, pengguna untuk akses gratis melakukan permintaan langsung ke software GIS yang ada di Simpul Jaringan (SJ) selaku pengelola data dan pengguna langsung mendapatkan informasi tentang data spasial. Sedangkan pengguna yang restricted dan yang bayar akan mendapatkan user name dan password untuk mengakses software GIS tersebut melalui proses otentifikasi dan akan mendapatkan fasilitas yang berbeda didalam analisa data spasial dengan yang akses gratis.

Dari Gambar 3, rencana kedepannya untuk proses data sharing adalah semua data yang ada disimpan secara terdistribusi ataupun tersentralisasi harus multi user, seamless (tidak berbasis lembar peta) dan multi purpose. Data yang tersebar di masing-masing pusat dijadikan sebagai data mart karena sesuai dengan situasi dan kondisi data di lokasi yang berbeda dan dijadikan modulmodul untuk memudahkan didalam proses untuk aplikasi yang diinginkan. Pembangunan data warehouse sebagai replikasi dari data-data yang tersebar. Pada Gambar 4 adalah semua layer-layer didalam jaringan yaitu core layer, distribution layer dan access layer untuk perangkat keras switchnya sudah menggunakan jalur ganda untuk koneksi baik LAN (lokal area network) ataupun WAN (wide area network). Jadi apabila salah satu perangkat switch yang ada di salah satu layer rusak otomatis akan melalui switch yang satunya agar tetap terhubung ke server-server. Begitu juga untuk koneksi ke luar (internet) menggunakan koneksi ganda ke ISP (internet service provider) yang berbeda serta kecepatan akses baik intranet maupun internet ditambah untuk mendukung proses data sharing, seluruh jaringan lokal maupun koneksi internet menggunakan backbone (Fiber Optic) 1 Gbps.
KESIMPULAN
EAF yang sesuai untuk BAKOSURTANAL adalah TOGAF dan segera membuat blueprint TI. Untuk pengembangan ke depan, didalam membangun blue print harus menerapkan suatu arsitektur berbasis service yaitu mengikuti kerangka SOA, ERP, dan Executive dashboard yang digunakan untuk pengambilan keputusan bagi pejabatpejabat structural, dan Data Warehouse untuk integrasi data didalam pengembangan E-Gov baik data spasial ataupun non spasial.
