Initiative by ETET Deptt. Govt. Of Odisha State Employment Mission is conducting various Skill Development Training Programmes ( approx 65 sectors and numerous trades) with a view to create Employment / Wage Employment / Self Employment opportunities for the unemployed youth specifically under qualified people of the state .

Objective
Odisha State Employment Mission Project strives for bringing speed and transparency into the system . It makes the process easy starting from Candidate/ PIAs (Project Implementing Agency) registration to training and placement.

Check spurious and duplicate candidates and hence can help in saving a lot of public money. Makes Mission monitoring on finger tips through online monitoring system. OSEM can send notification through mail/SMS integrated with system to all stakeholders Brings transparency into the system by publishing the activities taken by OSEM dynamically Facilitates various kinds of reports which further helps govt. in monitoring and answering questions asked in assemblies and via RTI OSEM will be able to control mission through interface by altering various parameters like max days allowed for PIA to add new candidate to a batch , etc.. PIA can register themselves on line and get approved by OSEM for training and placement activities. PIA can add training program, training centre, trainer. Training centre will be provided with Login Credentials so as to share the workload of PIA. Training Centre will be able to register candidates contacting them. PIA can mobilize candidates from far off villages and later on can register those candidate through the system . PIA with inadequate resources to mobilize from far off rural areas will be hugely benefited from online registered candidates. Training Centre can update Bio-metric attendance of candidates through the portal PIA can notify candidate/Traning Centre or other individual through mail/SMS integrated with system Training centre can also upload attendance of candidates off line in case of internet connectivity failure

PIA will be able to add candidates in case of strength of any batch falling beyond batch capacity within 7 days. PIA can request for advancement of batch closure in case of any unplanned holidays. Various PIA centric report facilities like Training Centre-wise report, Batch wise report, Placement report, etc. can be generated. PIA can register online and update their profile at any point of time

Job seeker can get information of various training programme available and other related information from the website. Job seeker can register online by his own or can contact DEO (Distt. Employment Officer at Employment Exchanges)/PIA concerned. Once candidate is registered online, he will be notified thru sms/email /on line alert for any batch creation in applied training center and trade , making candidate up-to-date. This will prevent any possible discrimination by PIA. Mission statistics can be viewed by anyone online. Job seeker will be able to modify his/her preferences in case of any arising situation demanding so. Job seeker need not come to exchange offices due to availability of system 24x7. After registration thru the Portal, a SMS/email Alert would be sent to the job seeker.

Process flow in brief :

PIA Registration PIA Approval by OSEM PIA will add training centre, trainers, courses to be imparted Jobseeker Registration a) Select Courses, PIAs, Training Centers b) A Jobseeker will not be allowed to register more than once PIA will create a batch for a training centre mentioning the couse duration, strength etc. Training Center will upload the bio-data of mobilized candidates for the particular course. Training Center will intimates the online candidates

Training Centre will counsel and select the eligible candidates and allocate batch. Training centre can add further candidates against the dropout candidates to fulfill the batch strength Training center will lock the batch. After 7 days the batch will be auto lock. Training centre will upload the daily attendance of the candidates against a batch PIA will upload the post-training employment status as well as salary-slips for the number of months defined by OSEM PIAs can monitor the status of all the centre under them by generating reports relevant to them OSEM can get over all information of the activities regarding training and post-training.
