Customize / Distribution of .sip/.cocu

Developers and consultants needs to distribute combined solutions where a specific .cocu works in combination with a certain .sip. So far if was necessary first to import the .sip then the .cocu rule otherwise you would get an exception. From now on you just import a .sip which contains a .cocu as well. The customize rule is imported and activated

BENEFITS - Rule and .sip are bounded together - Easier to deploy - No error message at startup in case the rule is imported before the .sip - Not possible to commit mistakes as the rule will be disabled automatically in case the .sip is not loaded
