CEMENT SCAM

CASE
The CBI has received a complaint that the cement

supplies meant for the construction of a dam, a power house and 30-km-long head race tunnel of the ParbatiII were shown to be delivered in stores of the contractor rather than in project stores. The CBI has found that the NHPC allegedly did not follow the mandatory procedure while supplying cement to its contractor, Gammon India Ltd

CASE
The CBI raided the NHPC stores in April and verified

that cement trucks entries were fake. As a face saving exercise, The senior supervisor, store, had been put under suspension The Parbati (Stage I) project has also come under the CBI scanner and the racket may allegedly run into crores of rupees, suspect CBI sleuths.

ABOUT PARBATI PROJECTS


In

order to harness Himachal Pradesh's projected hydro-electric potential of 20,000 MW, it is envisaged to have 450 big and small hydroelectric projects in the three major river basins of Beas, Ravi and Sutlej.

The National Hydro Power Corporation (NHPC) Ltd is

presently in the process constructing the Parbati Hydro Electric Project (PHEP) Stage II (4 x 200) MW in Kullu District of Himachal Pradesh. The project involves the construction of a 91 meter high concrete diversion dam on the Parbati River at Pulga, about 49 kilometers upstream of its confluence with Beas River. A 31.23 Km long concrete headrace tunnel on the left bank of the Parbati River conveys the water to a surface power house located on the right bank of Sainj River which is also a tributary of the Beas River.

GAMMON INDIA LTD


Gammon India Limited is the largest civil engineering

construction company in India. Headquartered in Mumbai, it was founded in 1922 by John C Gammon. It has a track record of building landmark structures, some of which have become iconic. This includes The Gateway of India, the piling and civil foundation work for which was successfully executed by Gammon as its maiden project way back in 1919. Currently Gammon India has a strong talent base of over 3500 employees on its own rolls apart from 10,000 officers and staff working under its aegis at various project sites.

CASE IN DETAIL
On receiving a complaint, The CBI raided godowns of

the NHPC at Sainj, the project site, in Kullu and Chandigarh, and seized documents which led to the busting of the racket
The cement supplies meant for the construction of a dam,

a power house and 30-km-long head race tunnel of the Parbati-II were shown to be delivered in stores of the contractor rather than in project stores.

The cement company agent had been supplying

cement directly to Gammon India. The legal procedure was that the consignment was to be supplied to an NHPC store, which further supplied it to its contractors The CBI found the entry of 600 bags of cement to be fake as stated in the complaint A truck (CH 04L 1851) was shown to have delivered a consignment of 41.31 tonnes of cement whereas no truck carrying a load of over 21 tonnes was allowed on the Manikaran bridge leading to the project site

CASE OUTCOME
The three officials of the NHPC Parbati stage-II who

allegedly have been served charge sheets on July 28 were a deputy manager, Shilagarh (Barshaini), an assistant manager (civil), Gadsa, and an engineer, electrical, Sainj
The senior supervisor (store) Rakesh Gupta, had been

put under suspension

Cement scam A CONTINUING ISSUE


Earlier in august 26th 2011 , Jammu police unearthed a

racket for pilferage and black marketing of cement


The truck which was supposed to deliver 400 bags of

cement to NHPC Krishna Ganga project at Bandipur, kashmir ,from Hindustan Construction Company was took to udeywala and 5 -10 kg of cement were extracted from each bags

Domana police arrested driver of the truck Rajesh Kumar

(Raju) S/O Om Parkash R/O Udheywala and his associate namely Subash Chander S/O Sain Dass R/O Sungal
Case FIR No. 269/2011 U/S 407 RPC has been registered

at P/S Domana
