Voting Referendum
AKA Voting Initiative

Define Initiative & Referendum Laws

A referendum is a direct vote in which an entire electorate is asked to either accept or reject a particular proposal. This may result in the adoption of a new constitution, a constitutional amendment, a law, the recall of an elected official or simply a specific government policy. It is a form of direct democracy. The measure put to a vote is known in the U.S. as a ballot proposition.

Right To A Referendum In Kentucky

Every State has their own law, in Kentucky the information is contradictory we might have to hire an attorney to clarify. State Statutes, Section 65.012 & Sections 83A.120 list the process for submission and approval, signature requirements, & Circulators

Further information states: Kentucky does not have a statewide initiative process. To bring the initiative process to Kentucky would require a constitutional amendment.

State Statutes
Section 83A.120: 5 qualified voters can begin a petition

Section 83A.120: 20% qualified electors of the total number of votes cast for the last presidential election must be gathered.
Section 65.012: Qualified electors defined as living in the district that will be affected by the referendum and be registered voters. Section 83A.120: On each page of the petition the circulator must include his name as well as the affidavit stating the number of signature and that all signature are given in his presence and that he vouches for their validity.
