INTRODUCTION

SALIENT FEATURES
Workers are treated as partners and are given opportunity to participate in management. Workers participation is generally indirect. Comparative higher status of workers.

ADVANTAGES Better communication. Better industrial relations. More satisfaction of workers. Training for higher jobs. Better commitments of workers.

PRE REQUISITES Strong trade union. Willingness on part of workers. Mutual Faith. Genuine desire to work together.

TYPES
Ascending. Descending.

ASCENDING PARTICIPATION
Characterised by opportunity given to workers to influence the managerial decisions. Through representation on works councils, Board of Enterprise etc.

DESCENDING PARTICIPATION

Delegation of power to make decisions affecting their work environment.

FORMS OF PARTICIPATION
Collective bargaining. JT admin. JT decision making. Consultation . Information sharing.

JT COUNCIL
Applicable to all organisations having more than 100 workers. It decides: No of sub councils to be established for various functions. Only directly concerned workers will be members. Tenure-two years. Chairman-chief executive, vice chairman to be nominated by the workers. Secretary to be appointed by the members. Meet whenever needed. Decision on the basis of consensus. Matter which remain unresolved at unit level, inter council issues, review of unit level committees, matters having bearing on other units/sub units, development of skills of workers, Improvement of workers working conditions, planning of holidays, recognition and rewards, gen issues are handled at JT council level.

Applicable to all employing 100 or more workers. For a period of three year. Equal No of representatives from workers and management (not more than 12). Decisions on the basis of consensus. Decisions to be implemented within one month unless states otherwise. Decisions having implications for other units will be referred to JT council. Meet min once a month. Chairman-management, vice chairmanworkers.

UNIT COUNCILS

EVALUATION OF THE CONCEPT


Ideological differences Failure to imbibe spirit of participation. Multiplicity of participation. Lack of strong union. Unhappy state of IR. Illiteracy of workers. Non cooperation from both sides. Delay in implementation.

CONDITIONS FOR SUCCESSFUL PARTICIPATION


Motivation. Cooperation. Sincerity. Education. Objective and realistic approach. Complementary to collective bargaining. Mutual trust. Free flow of information. Implementation. Periodic review.
