undertake the implementation of the project to build a total area of
41 million square meters
• The State is contributing directly to the implementation of
infrastructure and environmental project (including all sources of
energy, technical, communication and transportation(
• State is obliged to transfer all government departments and
possession of buying or renting private buildings in the city by the
developer
• Sets the company's capital after the completion of
basic studies for the project that:

- State owns 30% of the company's capital

- Shall be 30% of the company for public
- Allocate 40% of the company to the private sector to contribute
with the state in building this city, and devoted part of the ratio of
landowners to be used in the project as a kind of incentive to them
to enter the project
