History- the branch of knowledge that records and analyzes
past events
Project- a task or planned program of work that requires a large
amount of time, effort, and planning to complete
Development- the process of changing and becoming larger,
stronger, or more impressive, successful, or advanced, or of
causing somebody or something to change in this way
Planning- is a method of doing something that is worked out in
advance
Analysis- the examination of something in detail in order to
understand it better or draw conclusions from it
Ford Foundation- it is a globally oriented private fountion with
the mission of advancing human welfare.

Appraisal Program

The countrys largest, oldest in
Asia, and highly reputed
university, now 409 years old. In
terms of student population, it is
the largest Catholic university in
the world in a single campus. The
institution was established
through the initiative of Bishop
Miguel de Benavides, O.P., the
third Archbishop of Manila. On
July 24, 1605, he bequeathed the
amount of P1,500 and his
personal library for the
establishment of a seminary-
college to prepare young men for
the priesthood. Those funds, and
his personal library, became the
nucleus for the start of UST and
its library.
Appraisal Program

It was a veritable hunting ground for planning and management
practitioners. Franco found himself in exhilarating grounds, challenging and
promising. The Spanish Rector Fr. Diaz supported him strongly;
(i) A Fact Sheet on UST was produced, forming an education management
information system;
(ii) The University Annual Report was issued in English, where before it was
always issued and sent to Rome in Latin;
(iii) The University budget was based on plans, programs, and projects, on
student projections and fee collections and no longer simply as an increment
of the budget from the preceding year;
(iv) More planning workshops and academic gatherings were held to
develop coordination of communications among deans;
(v) Audits were made of campus grounds operations, library stocks,
laboratory facilities and equipment, museum holdings (UST has one of the
countrys richest collections cramped in tiny quarters in the main building),
textbooks, etc.;
(vi) Profiles were made of faculty capabilities, from which were drawn a
number of training and staff development programs;
(vii) Project feasibility studies were required for any new academic program
or course offering suggested by any of the faculties and institutes.

Developing a Plan For Planning

Three Major Outputs
1. The 5-Year University
Development Plan, which will
include specific College and
Faculty 5-Year plans;
2. A comprehensive systems and
procedures manual on university
planning, management, and
controls; and
3. A comprehensive analysis of the
Greater Manila system of higher
education.

and Inter-University Groups;
2. Conferences and Seminars;
and
3. Documentation, Publication
and Supplies.

Santo Tomas with emphasis on 6 areas
of study;

2. Support this 5-Year Plan with the
preparation of a comprehensive
operational Manual of Systems and
Procedures covering every major
Management aspect of University
operations with the dual objectives;

3. Construct the outlines of a Metro
Manila University System, on the basis
of inter-university meetings and
consultants, with the triple objectives;

1.1 Paramedical sciences like
i. Faculty of Medicine
ii. Faculty of Pharmacy
iii. College of Nursing
The Discipline of Paramedical Sciences is
shaping the medical technocrats for tomorrow
by imparting quality education in the field of
Clinical microbiology and Medical lab
technology. On the other side, the Discipline is
preparing brilliant candidates in Industrial
Microbiology who could cater to the needs of
modern industries for mobilizing the revolution
in globalization.

1.2 Faculty of Civil Law
The University of Santo Tomas Faculty of Civil Law or
UST Law Established in 1734, it is the first law school
in the Philippines. It is one of the Top Performing Law
Schools in the Philippine Bar Examinations. The faculty
has produced numerous alumni in government, public
service and the academe. On several occasions during
the American regime, the University of Santo Tomas
modified the curriculum of the Faculty of Civil Law in
order to meet the changing conditions. But firm in the
resolve of turning out worthy members of the Bar and
practical Catholic lawyers, the University adhered to its
basic policy of retaining in its curriculum important
subjects introduced during the Spanish regime in order
to fully accomplish the aims and purposes of a sound
Catholic legal education.

Humanistic knowledge continues to provide the ideal
foundation for exploring and understanding the
human experience. Investigating a branch of
philosophy might get you thinking about ethical
questions. Learning another language might help you
gain an appreciation for the similarities in different
cultures. Contemplating a sculpture might make you
think about how an artist's life affected her creative
decisions. Reading a book from another region of the
world, might help you think about the meaning of
democracy. Listening to a history course might help
you better understand the past, while at the same time
offer you a clearer picture of the future.

A vibrant engineering education enterprise benefits civic, economic, and
intellectual activity in this country. Engineering graduates learn to integrate
scientific and engineering principles to develop products and processes that
contribute to economic growth, advances in medical care, enhanced national
security systems, ecologically sound resource management, and many other
beneficial areas. As a result, students who graduate with engineering degrees
bring highly prized skills into a wide spectrum of sectors in the American
workforce. Some conduct research that results in socially or economically
valuable technological applications. Others produce and manage the
technological innovations said to account for one third to one half of growth in
the American economy. Still more bring advanced analytical abilities and
knowledge of high technology to fields as diverse as health care, financial
services, law, and government. Within all of these groups, the diversity of
engineering graduates' backgrounds and viewpoints contributes to their ability
to achieve the advances in innovation, productivity, and effectiveness that
make them valuable contributors to the American workplace.

(a) The Task Force took 2.5 months to collate data on
the results of Government Examination by
Institutions.
(b) Employment Absorption of Graduates- The Task
Force completed a survey of over 410 Managers,
Personnel Officers, and Senior Executives of various
businesses in the Metro Manila area, public and
private sectors.
(c) Interviewed Ranking Government Officials, a total
of 38 Executives.
(d) Interviewed 61 Senior Members of the following
Catholic Orders.

Organizations were interviewed.
(i) 209 members of Top Management of 190 of the
Top 1,000 Corporations of the Philippines (1973 BIR

All the College and Faculties of UST have been given a
deadline to complete the 1
st
drafts of their 5-Year Plans.
Various orientations with their Planning Committees have
been conducted by Prof. Ernesto A. Franco, in addition to face-
to-face meeting with their Faculty Members.

CONFERENCES & MEETINGS

Prof. Franco and members of the Task Force have
presented the details of the Project and conducted
comparative meetings and consultations WITHIN UST and
OUTSIDE UST groups.
