Internet penetration is increasing very rapidly all over the world

This trend makes it easy for users to access information.

Children can be exposed to harmful content in the Internet.

Then, what is the solution for this problem?

National regulatory bodies and NGOs should work together so as to;

Ensure that children can access online information in secure way

Empowering children through education

Protect children from harmful online content and

Prevent child abuse in the online environment.

Turkey and ICTA of Turkey also took several steps in this respect.


Main Turkish legislations which aim to protect children are:

Law No. 5651


Law No. 5651 also includes rulings which aim to protect
children in the online environment.


According to this law some crimes are defined and the web
sites associated with one of these crimes, which can be harmful
for children, are blocked.

The crimes mentioned in this law are:

Sexual abuse of children (article 103)
Obscenity (article 226)
Prostitution (article 227)
Facilitating the use of drugs or stimulants (article190)
Providing a venue and possibility for gambling (article 228)
Encouragement and incitement of suicide (article 84)
Supplying hazardous substances for health (article194)

By-Law on the Principles and Procedures Concerning to the Safe
Internet Service

Safer Inter Service is a consumer right giving every customer
a choice to select safer internet or using the Internet in its
present form without any change.

Safer Internet Service includes two profiles which are child
and family profiles.

If consumers want to use Safer Internet Service, the
consumers can inform the operator about their Safe Internet
usage request by means of subscription agreement, via dealer,
call centre, website or SMS.

The operators shall provide opportunity of switching between
the profiles and/or of opting out from the Safe Internet Service
to the subscribers at any time and free of charge.

Educate one or two computer expert (s) from 82 governorship.
