Predominant deviant behaviors in the region

They have their own Tribal Law


- Tribal criminal law takes precedence over the Criminal Code
of the Philippines. Murder and manslaughter, for instance is
more usually dealt with under tribal law which might include
blood debt, only satisfied by the death of the perpetrator.

Cordillerans view land as the source of life


- Land is considered sacred and tribal land can neither be
owned nor sold, but it nurtured to produce life for the
communal benefit. For Cordillerans, the loss of their land, or
their alienation from it, can be equivalent to taking their lives.

What are the causes of these?


There are many causes of predominant
deviant behaviours in the region:

For example, the tribal law which is well


known in the region is caused by the
perception of the people in Cordillera
that they need to punish the perpetrator
or the criminal with their own hands and
judgement as soon as possible.

What are the causes of these?


Other causes of the predominant deviant behaviors
in the region:
Individual players lack the moral restraint to keep
to a code of conduct.
The rewards of winning something may be so
great that a larger number of individuals are
prepared to cross the line.
Incompatibility between the objectives of two or
more characters or forces which results to conflict.

Five strategies were used in the
implementation of programs which were
claimed as effective in preventing crimes.
Among these strategies, foot patrolling
is considered the most effective in
preventing crimes by all the barangays.

the implementation of the crime


prevention programs in the top 10 crime
prone barangays, no unique or other
practices are implemented, specifically
to address their description as crime
prone areas. It was as well noted that
these barangays implement visibility
and neighborhood watch less frequently.

Cordillera People

The Cordillera is more heavily populated compared to


the other mountainous areas of the Philippines. Based on
the year 2000 census, its six provinces and one city have a
total population of more than 1,365,000 people.

As in the rest of the country, the great majority of the


region's population is peasants engaged in farming and
other small-scale production and side occupations. The next
biggest sector is composed of formal wage workers and
informal odd-job workers in non-farm occupations. There is
also a sizeable number of students, salaried employees,
and professionals in the few urban and town centers.

Indigenous People

A big bulk of the Cordillera population is composed of closelyrelated indigenous peoples. Collectively, our peoples are
popularly known as Igorot. Often we are also grouped into a
number of ethnic or ethno-linguistic identities, such as Apayao
or Isneg, Tinggian, Kalinga, Bontoc, Kankanaey, Ibaloy, Ifugao,
and Bago.
These groupings, while convenient, do not fully reflect the real
particularities and the extent of diversity among the region's
peoples. In fact, most of us indigenous peoples identify
ourselves primarily with specific communties
calledili(literally, home village, hometown, or home territory).

A mix of indigenous, non-indigenous, and
migrant people

and more diverse populations are found in


Cordillera's melting pot areas, such as that in
urban (or rapidly urbanizing) Baguio-Benguet and
in the foothills and valleys adjoining the great
lowlands of Luzon. In these areas, the original
indigenous communities have given way to
hybrid communities composed of varied mixtures
of indigenous and migrant peoples.

One of the reason these groups had been formed is because there
is a chance that they have come together to achieve particular
objectives.

Some examples of social interaction in


the region are how the indigenous people
in Baguio entertain visiting tourists.

Another example is how most of the tribe


have conflict with each other resulting to
the creation of several peace pacts in the
region to keep order among many of the
tribes.

What is then the most prevalent within the


region?
The

most prevalent social interaction in


the region is how people interact with
visiting tourist in the region because for
some people, it is their job or source of
money but to some its also a part of
being a good person or good Filipino to
accommodate and be hospitable to
visitors.

behavior within the region
Some Examples of Collective Behaviour in the Region:
Aconventional

crowdis a collection of people who gather


for a specific purpose. For example, farmers in the region
gather in the fields for the specific purpose of gathering
their harvests. It is formed because they have a specific
purpose in a certain place.
Fads and Crazes: Just like in other part of the country, CAR
is not an exemption to the places influenced by the different
fads and crazes brought by other culture.
Other collective behaviour like mass, public, riots are also
present in the region just like in other parts of the country. It
is formed because of the responses of the people to some
event.

Different kinds of families in


the region
The Cordillera Administrative Region have
different kinds of families similar to other part of
our and other countries. The Different kinds of
families in the region are the:
Nuclear Family
Extended Family
Single-Parent Family
Childless Family
Other types of families based on authority,
descent, and residence.

Reason why they are formed


The

following types of families exist today,


with some families naturally falling into
multiple categories. Families in the region
are formed because its the basic unit of
society that can provide all of its members
with security, identity and values, regardless
of age.
Good example of this is how parents are
primarily responsible for training their
children in economic tasks.

The

Bontoc or Igorot wedding rituals usually


spans several days. It starts with the
delivery of the faratong (black beans).
Afterwards, the brides family sends out
what is known as the khakhu (salted pork)
to the grooms family. This is countered by
the sending of sapa (glutinous rice).
An important rite called insukatan nan
makan (exchange of food) follows.
