INTRODUCTION
Safety and health in industries mostly managed by
an authorised team known as safety committee
Establishing an active safety committee is a
prerequisite for joint management and worker effort
for better safety, health and working conditions
The requirements (legal or social) can be different
from country to country
Committee structure also different between the
organisation;
Eg. : - For big company, the committees
organisation structure complex and very
specific.
- For small industries, S&H can be managed
by a group of persons in charge of welfare
Important to emphasize on action-oriented
activities to make the safety program successful 2

workers are represented to manage S&H programs

Why ?
Section 30 (Part IV) of the OSH Act requires
employer to establish a safety and health committee
if ;
There are more than 40 workers
The DG-DOSH deem necessary

Penalty
Fine not exceeding of RM 5,000 or to imprisonment
for a term not exceeding 6 months or both

Functions
i.

Meet at regular times to discuss the S&H programs

of the organisation to make recommendations to
management
ii. Make systematic inspections of workplace
conditions at regular times to discover & report
USA & USC
iii. Discuss unsatisfactory conditions at the workplace
iv. Do inspection immediately after an
accident/complaint
v. Review the circumstances and causes of accidents
or occupational illnesses & recommend corrective
measures
vi. Monitor the accident trend in organisation
vii. Examine suggestions that employees make about
safety
viii.Plan & supervise educational activities in safety 4
and relevant area

Composition

1. Chairman
The employer of the organisation or a very
senior manager that have authority to make
decision
Eg. : CEO, COO, MD, Manager etc
2. Secretary
Appointed by employer or committee
Commonly Safety officer is appointed
3. Management representative
Appointed by employer
Eg. : HOD, sections engineer etc...
Requirements : <100 employees minimum 2

Employers duties
Ensure members have basic understanding of safety
committee
Adequate training in OSH in order to perform their
function effectively
Provide suitable place and permit members to
attend meetings
Not penalize members for being absent while
carrying out the function of safety committee
Provide technical information on hazards and
precaution necessary to control it
Make sure the organisation management policy
inline with the OSH act, regulation and industrial
guidelines
Shall nominate representatives to the safety
committee
