Disregard for safety is everbodys fault

DUKE HIGHWAY ACCIDENT


IT saddened me when I read the recent tragic road accident that resulted in two young
innocent children becoming orphans.
Death on the roads as a result of accidents seem to be a daily affair.
Authorities will investigate the cause of the accident that usually centres on either the
vehicle or the driver. But are they really investigating the root cause or causes of the
accident and coming up with practical solutions to at least minimise such occurrences?
In any road accident investigation it appears that the focus is either on the condition of
the vehicle or the driver, but little do they realise that the vehicle or the driver is only the
visible tip of the iceberg.
What is not seen is the nine-tenth of the iceberg.
I am sure that there is sufficient legislation governing road transportation and if everyone
observed the legislation we can at least minimise such occurrences and spare the agony
of having to deal with the consequences.
Being in control of a vehicle requires lots of self discipline. Self discipline includes
observing the established legislation governing the speed limit, overtaking, signalling,
parking at designated areas, maintaining a safe distance from the vehicle in front,
securing seat belts, wearing safety helmets, ensuring that the vehicle is roadworthy,
having sufficient rest before long journeys, no queue jumping, etc.
Are the relevant authorities enforcing the legislation? It appears not.
Look at the blatant disregard for parking (double parking and parking at no parking
designated areas), driving at speeds beyond the designated limit, not wearing crash
helmets, riding motorcycles with a child sandwiched between the rider and the pillion
rider, queue jumping, beating the traffic lights, giving discounted fines for traffic
offenders and the list can go on.
Taking the total mass of the iceberg I can only conclude that every one of us
contributes to the fatalities on the road.
We lack not only behavioural discipline but also professional discipline.
We should be ashamed of ourselves.
If only the majority of us, road users/enforcers are disciplined enough to observe the
established legislation governing road transportation, such tragic events can be
minimised.
Its high time we Malaysians take a reality check and move beyond the denial mode.

Issues Background:
Based on issues appear from the writer opinion, we started a
research base on WHO (World Health Organization) Road Death
Accident, our team found that short note ops dasar awam

achieving the targeted goals and objectives and an improvement
in order to minimizing the death numbers.

FACTS
1. Based on accident report from PDRM, the motorcyclist is the main
contributes to the death toll in the road accidents, this can be
verified based various factors such as road condition, weathers,
manners, exhausted and others factor that contributes to the
death accidents among the riders.
2. From the WHO (World Health Organization) Malaysia in the top 30
countries did not safe to drive due to high road death accidents.
3. Our Enforcement score scales showed that the legislations
implementation is below 6 from scale 1 to 10 which means no
good.
4. Driving ethics

Here is the map of driving fatality rates per capita, with the most deadly
countries (led by Namibia) in red and the safest countries (led by the
Maldives) in green. The world average is 18 fatalities from a car accident per
100,000
individuals.

Politics :
1. Ineffective countermeasure actions by government can affects
the government
Publicity due to drawback of existing policy that cannot solve the
problem.
2. Existing safety policy need to be revised and improvised in
effort to reduce and minimize the number of road accidents.

1. People Life at stake due to lack of responsibility and
careless of road users

2. Loss of human capital due to death of national man

Economy :
1. Government expenditure increasing during the peak
festives seasons due to increasing patient checked in to
the General Hospital that involved in road accidents.
2. Increasing of insurance claimed that can created a
disturbance to the Insurance based company especially in
car road accident & personal insurances.
3. Increasing budget for law enforcement agencies.

POLICY SOLUTIONS
In order to minimize number of car accidents, the holistic solution
should be taken
to ensure the road accidents can be minimized and reduced to
achieve policy objectives and purposed. As a Policy Analyst we
decide to use 2 in 1 policy solutions that potential to be a master
key solution to reduce road accidents in our
Country. The potential policy solution methods are:
FACTS SOLUTIONS:
1. Propaganda and drama in mass media will be broadcasted
through 5 minutes programmes about the important to follows
the road Regulations and safety instruction on the roads. Its
also provide the latest statistic data for daily road accident
nationwide. Its also to give a good ethics that need to be
followed by our road user.
* This propaganda will show how the west people behaves on the
road and highlight the difference attitude between our road
users and west road users.

LAW SOLUTIONS:
1. The new law and regulation related to the national driving
license will be upgraded according to the advance country
modules which is includes strict examination to get a driving
license and driving test to make sure that the legal road users
are well qualified to use the vehicles on the road.
2. Enforce of safety vest ( bouncing light vest) for all
motorcyclist . Due to higher fatality from a motorcyclist users.
3. Amendments of fine amount the small mistakes such as
parking faulty, braking lights not functioning, throw out rubbish
from vehicles, aggressive driving on the road will fined and
driving license suspended to educate people to follow the rules
in order to create a good driving ethics.
4. New Legal road user will need at least 5 years clean records
driving license to get a full legal license to from a related
government agencies.
