consolidation and transmission of the votes, in a

secure and traceable manner, reducing the chance
of human error, tampering or fraud attempts and
increases the integrity of the elections.

election

It was slow because of the following scenarios:

1.) The Election is done manually, so the
canvassing is consuming a big amount of time, in
fact in most of the elections the canvassing of
votes took a long hours and more time consume.
2.) Miscount of votes that may cause for under
vote or otherwise over vote.
3.) Mistally and misstated vote for a candidate.
It was hard and tiresome on the part of the
election facilitators because it needs a lot of
energy and time to overcome the complexity of
the preparations and the holding of the election
down to the canvassing of votes.

stand-alone system for a small scale election

Statement
of the
Problem

General
The study is to design the current approach towards the selection of the Student
Council which will allow voters to cast votes in a more convenient way.
Specific
The system is intended to determine the requirements for the development of
a secured computerized voting system. To develop a prototyping method and designing an
automated voting system. To determine the requirements for the development of a
secured automated voting system for the school. To apply the easiest way on how to vote
during the elections of the school institutions which essential to the data entry of voters
and candidates. To implement a system that will monitor the ongoing of tallying of votes
and the results after. To test and validate the system based on the requirements acquired.

Statement
of the
Objectives

General
This study seeks to develop a system that
will address the following:
Specific

To implement a fast, easy and systematic way

of conducting a voters registration and
candidate applications.

To properly manage the election in a wellorganized manner.

To generate quickly a correct, accurate and

reliable canvassing result.

To generate instantly needed summarized and

accomplishment reports.

Significance
of the
Study

Accuracy
of all valid votes and the final outcome;
Authentication
of voters and candidates will be possible as the system administrator registers the
student
information and provides them the election code which will be significant for security
Data Integrity
reasons
the system could possess data integrity which is beneficial to the users wherein
the voters could ensure that their votes are counted to the candidate they have
chosen by receiving an online receipt file after voting
Timely computation
The election can be held in a timely mannerwherein all computations during the
election are done in a reasonable amount of time and voters are not required to wait
on other voters to complete the process
Graphical User Interface
This system ensures a lot of advantages to moderate the election and
subsequently reinforce its transparency and fairness as well as providing easy
environment for the interaction of the voter with the system through a conventional
Visual Basic 10.

Scope
and
Limitation

Scope
The researchers has anticipated covering in there
study and program design the following:

The system is designed solely for the student

government election only.

The system could append instantly voters and

candidates.

The system would be responsible for counting

the votes.

The system has the capability to release

required reports regarding the list of voters,
candidates and canvassing of results.

The system is designed with a user security

access level in some services.

Limitation

The system is responsible of determining the

authenticity of the voter except for his/her
student ID and password.

The list of courses is already predefined in the

system upon when voter or student is
registered.

Candidates record after the election will be

saved and will be manually deleted on the
system.

Student that officially registered as voter can

only vote.

The system is created with a security level,

passwords of some system services are
implemented.

A candidate must first apply as candidate

Identification as procedure and mechanism that allow an external entity to

notify a system of its identity. The requirement to perform identification
techniques occurs when it is necessary to associate an action with a user or
entity that causes each action. Computer system and networks device can
determine who invoked an operation by examining the reported identity of
the entity that initiated the session in which the operation was invoked. This
identity is usually established via a login sequence. A system administrator
may have assigned this login. The login is the simplest type of mechanism
that comprises identification. Once users logged in, they are allowed to
access various resources based on the right and privileges assigned to their
user accounts on the object they process. Identification is usually combined
both another procedure, authentication which allow a system to determine if
the identification sequence was occurred.

Local Literature
It discusses the values reflected in the proverbs and the proverb as a reflection of
Filipino character, its function in the society, its nature and purpose, its stylistic
peculiarity
and its significance in Filipino culture.
Folklore
Prof. Damiana Eugenio (2002), a renowned Filipina folklorist, said that there is no
universally accepted definition for the word folklore. But she gave a description that
folklore is any form of knowledge that is handed down from generation to generation
that portrays the way of life of ancestors of the chosen ethnic group can be considered
part
of folklore.
Folk Literature
Eugenio (2001) defined folk literature as the sum total of the traditional learning of the
folk which is expressed in their literature, their customs and beliefs, their games and
recreations, their music songs and dances, their arts and crafts, and other forms
material culture. She added that Filipinos know very little of folk literature by stating:
...even educated Filipinos know little about folk literature." This is not surprising
according to her because there is an incomplete state of collection and inaccessibility
of existing manuscripts about Philippine folk literature. (Eugenio, 2001)

In Russia, recent advances in democratization have created the need for a new
approach to elections. Thus the Central Electoral Commission of The Russian Federation
is seeking a modern approach to the running and organizing of elections.
The country's unique conditions, such as its huge territory, large number of time zones,
uneven distribution of population, and various regions with differing levels of
infrastructure and transport development have all influenced the search for a solution
to the organization of elections.

The purpose of an electoral system is to translate the will of the electorate, as

expressed through the ballot box, into members of a legislative body. The ways this can
be achieved are diverse. In this paper we will look at the different types of electoral
systems, and what exactly citizens expect of the electoral system. How should it work?
Are any features more desirable than others? Then we will look at the present situation
in Trinidad, make a judgment on whether the current system is adequate or if there are
changes which should be made.
Electoral systems throughout the world range from very simple First-Past-the-Post
systems to quite complex arrangements using parts of different systems. Within
individual countries, different electoral systems may be found in different regions and at
different levels of government. The three main types of electoral systems are: Plurality
electoral systems, Majority electoral systems and Proportional representation. Under
each of these systems, there are variations of each type.
