Some recommendations
There should be a presumption that data is open, as the
Prime Minister wrote in May 2010
All data should be published in an open format
Government data releases should be added to a release
calendar with at least a weeks notice and the publication
accompanied by contact details
Government should compile a canonical register of
government organisations
Data should be accompanied by documentation, and
government should explain what results in key datasets mean
Government and Parliament should be more assiduous in
using data
Government should be clear about the remit of the new chief
data officer and ensure they have the political and institutional 46
