proclamation touches upon issues relevant to the political
sphere. This is not surprising, since the political community
and the Church, while rightly distinct, are nevertheless both
at the service o the integral development of every human
being and of society as a whole.

Thank you for your letter of 14 January


2011, inviting me to make the
parishes...within my jurisdiction to be
actively involved in the local governance
process. Specifically, this means participation
by the BECs' in the Barangay Assembly
Sessions as well as in the Barangay
Development Council...the Church from the
grassroots will engage actively with the
LGUs...
The Diocese welcomes your proposal as
the last National Elections have made
us realize how badly needed is the Local
Church to be involved in Governance to
help elected officials deliver their
election promises.
Our Diocese then is ready but you will then
have to cascade your proposal into an
instruction to all LGUs' in Quezon City and
Caloocan Cities...

Whats the Invitation?

development of the inhabitants in the
numerous Barangays in your

.. A good opportunity for the
Parishes and Barangays to work
together toward an efficient delivery of
services and the attainment of
development.

The setting up of Public Affairs Ministry
(PAM) in the Diocese to handle the
program
Directing the Diocesan BEC Pastoral

3. The partnership enables us to set


up our own systems of good
governance in the Parishes and in the
Diocese

4. The support of the DILG,LGUs and LIGA is


very crucial in the area of establishing
rapport, fostering dialogue and finding areas
of cooperation:

There are Punong Barangays who are


less cooperative the DILG convenes and
facilitates meetings with parishes
In cases where the priests are harder to
deal with, the DILG asks the Diocese to
initiate the meeting and the DILG and
Barangays leaders attend.

5. The Setting up of the Action Team,


picking up the right members,
constant follow up and formation are
very crucial.

Conclusion
Through UBAS the local
community is beginning to be
engaged and empowered.
We believe UBAS is just
giving our local people
opportunity to get involved.

Conclusion
The success of UBAS depends
so much on the local peoples
resolve to make their
Barangay effective in
delivering basic services for
their needs.
We are just initiators and
facilitators!
