Essay Outline Presentation:

DUAL-LANGUAGE PROGRAMME (DLP) IS


AIMED AT INCREASING THE FLUENCY OF
ENGLISH AMONG STUDENTS, BUT WILL NOT
JEOPARDISE THE STANDING OF BAHASA
MALAYSIA AS THE NATIONAL LANGUAGE.

Introduction

What is language?
Longman Dictionary of Contemporary English, language
is a system of communication through written or spoken
words, which is used by the people of a particular
country or area

The role of language and national language.


In the research The Role of the Language of Unity at
Higher Education Institutions by Azizah Yaacob, it was
also stated that language does play a significant role in
fostering and integrating unity.

Introduction
Thesis statement:

DLP is the exact programme that our future generations need to


increases fluency among students as well as to avoid jeopardizing
the standing of Bahasa Malaysia as the national language.

Why:

According to Keow (2011), in Hussien Onn Report 1971, and the


status of the English language is placed as a second language.

Because of its importance in higher learning, as well as


international affairs. Thus, English language became compulsory
in all school.

The demand of English fluency among fresh graduates is


surprisingly high. Unfortunately, there are very little who is
completely fluent in English language.

Point 1
Thesis statement:
with DLP, the students are highly exposed to English not just in English
classes but also in Science, Mathematics and other STEM subjects
Why:
English teachers, complained the English period was too short for them to
teach the students.

Learning language requires the students to speak and use the language, not just
by learning its theory.

This lead to the increases the English subjects period in 2011, (Utusan
Online, 2011). Unfortunately, it was still not enough.
Therefore, with DLP students will have more time in sharpening their
English.
Bahasa Malaysia will not be disregard, because other subjects such as
Sejarah, Geograf, Kemahiran Hidup will still be taught in the Bahasa
Malaysia.
Thus, the standing of Bahasa Malaysia as the national language will not be
jeopardize.

Point 2
Thesis statement:
Running DLP in schools is not easy as the school must go through
various inspections and have certain criteria for them to be chosen to
handle DLP.
Why:
Stated in FAQ DLP
Enough sources.
The principals and teachers must be very dedicated.
Support from the students parents.
Schools performance in Bahasa Malaysia subject must be same or
better than the average national performance.

Because if the school with lower Bahasa malaysia performance


carry out DLP, the result will be overleap.
The chances for the Bahasa Malaysia performance decreases and
neglected is high, because DLP will be fully implemented.
Thus, only the selected school will be chosen to carry out DLP to ensure
the standing of Bahasa Malaysia as the national language.

Point 3
Thesis statement:

As stated in the FAQ DLP by Ministry of Malaysia Education, the


question for science and mathematics paper for UPSR 2018 and
PT3 2018 will be provided with dual language.

Why:

According to Lim and Ong (2009), research in comparing students


achievement for science test in English and in Malay language

They concluded that the assessment should be provided in dual


language, so the students with different ability can choose their
preference.

The student which are not involved with DLP cannot be neglected
thus, dual language also work as equal treatment for them.

Therefore, it is not just give advantage to the students but also


preserving the status of Bahasa Malaysia as the national language.

Conclusion

Does DLP jeopardize Bahasa Malaysia? No.

Does DLP contribute in increasing English fluency among


student? Absolutely yes.

Yusof said, with the strengthening of bilingual pupil through
the DLP can provide opportunities for them to improve
access, the exploration of a wide range of knowledge to
compete globally and to enhance the students in the working
world (Utusan Online, 2016).

Therefore, DLP can increases the fluency of English among


students, and also preserving the standing of Bahasa
Malaysia as the national language.
