Issues as an Important Element

in the Planning Process
To be relevant, the planning process must

identify and address issues of the planning area

Issues of the planning area should be the

concerns of the people who will be affected by

the plan such as residents, workers, building
and property owners, business people and
urban managers It is important to identify the
affected groups in identifying issues

Identification of issues requires good

communications between planners and the

people who will be affected by the plan

Types of Issues
Classification by their scope:
Broad issues: those relating to the whole

society, to the city, to the general economy,

etc.
Specific issues: those relating to the specific
location, to the specific member of society, etc.

Classification by their time-frame:

Current issues: those that are already exist
Future issues: those that might be happened in

the future or near future
