Background/Rationale

Every Province, Key City And Other Strategic
Areas Throughout The Country

Roles of LGUs under RA 10691 and its IRR

There shall be established and LGU Public


Employment Service Office (LGU-PESO) in all
provinces, cities and municipalities which shall
be operated and maintained by LGUs (Section 3)
- The LGU-PESO shall be under the office of the
governor, city and municipal mayor. Accordingly,
the LGU concerned shall create a PESO in their
respective areas of jurisdiction through an
Ordinance.
- Institutionalized PESO refers to a PESO which
has a permanent plantilla positions, budgetary
allocations for Personnel Services, MOOE, capital

- The PESO shall ensure prompt, timely,
and efficient delivery of full- cycle
employment services, referral and
information center for DOLE and other
government agencies, making data and
information accessible and establish
linkages with other PESO for job
exchange and other employment related

Functions and Services of PESO


The main function of PESO is to operate within
its area of jurisdiction in coordination with other
concerned agencies, but subject to the
requirement of the National Employment
Facilitation Service Network (NEFSIN) - The PESO
shall:
1. Provide Local Market Information (LMI)
services;

3. Provide career advocacy and employment
coaching services;
4. Facilitate the implementation and/or provision of
livelihood and self-employment program and
services;
5. In coordination with OWWA and the National
Reintegration Center for OFWs (NCRO), shall
assist in providing re-integration assistance
services to returning OFWs

7. Coordinate and promote the adoption of


enrolled youth program such as SPES and
GIP pursuant to EO no 139 through
Kabataan 2000 as implemented by DOLE
and shall likewise encourage qualified
employers to facilitate in the program;
8. Perform other functions analogous to the
above including programs or activities
developed by DOLE to enhanced
employment assistance to clients,

- Operate and maintained the LGU-PESO


- Ensure compliance with the operational
standards set by DOLE;
- Extend such assistance and services as
maybe necessary in the promotion of
employment within their area of
jurisdiction;
- Submit to DOLE periodic: performance and
accomplishment reports

Funds for operation and maintenance of
the PESO shall be provided by the LGU from
its Internal Revenue Allotment (IRA) and
other generated income of the LGU
concerned.
