BIPARTITE BODIES

Tripartite bodies

The principals and policies of the tripartite


body have been a machinery of consultancy
at the industrial and national levels.
The tripartite body was established to
make peace and improve relations between
management and unions, and maintain
smooth functioning of union management
relations.
It began as a statutory organization by the
recommendations of the Whitey
Commission to the ILO in 1931.

Purpose of tripartite bodies

Bring the aggravated parties together for


mutual settlement of difference , and
encourage a spirit of cooperation and
goodwill.
Promote uniformity in labor laws and
legislation.
Discuss all matters of All India importance
as between employers and employees.
Determine a plan for settlement for all
disputes.

Some important tripartite


bodies

A large number of tripartite bodies


have been set up by the government
to provide a forum of discussion and
consultation
on
various
labor
related issues. Among these bodies,
few notable ones are
The Indian Labor Conference (ILC)
The standing Labor Committee (SLC)
The Committee on conventions
The Industrial Committee

The Indian Labor Conference


(ILC)
The function of ILC is to advise the
government of India on any matter
referred to it for advice , taking into
account suggestions made by the
provincial government, the states and
representatives of the organizations of
workers and employees.

The standing Labor Committee


(SLC)
The function of SLC is to consider and
examine such questions as may be
referred to it by the Plenary Conference or
the Central government , and to render
advice taking into account the suggestions
made by various governments, workers
and employees.

The Committee on Conventions

The objectives of this committee areTo examine the ILO conventions and
recommendations which have not so far
been ratified by India.
To make suggestions with regard to a
phased and speedy implementation of ILO
standards.

The Industrial Committee


The Industrial Committee provide a forum
for the discussion of proposals for
legislation and other matters connected
with labor policy and administration before
they are finally brought up before the
legislature , so that the passage of the
legislation may be facilitated.

Bipartite bodies

The bipartite consultation machinery was


established around 1920.
The bipartite body was established to
promote industrial goodwill and harmonious
relations through better understanding of
employees by management and of
management by workers.
Two important constituents of bipartite
consultative machinery are(A) Works Committee
(B) Joint Management Councils

Works Committee

The works committee can be formed by any


enterprise, employing 100 or more workers.
The objectives of this committee areTo remove the causes of friction in the day to
day work situation by providing an effective
grievance resolving machinery.
To promote measures securing amity and
good relationship.
To serve as a useful adjunct in establishing
continuing bargaining relationship and
To strengthen the spirit of voluntary
settlement.

Joint Management Councils

The joint management councils give labor a


greater sense of participation and infuse
spirit of corporation between the two parties
without encroaching upon each others
sphere of influence , rights and prerogative.
They establish a channel of close mutual
interaction between labor and management
which, by keeping tension at a low level,
generates a co-operative atmosphere for
negotiation and settlement.
