Pitfalls of Cigarette Smoking:


A Case Study in a Filipino

Statement of the Problem


1. To examine the major factors leading minors to cigarette smoking in
Philippine rural areas.
2. To study the present legislations on cigarette smoking and the
implementation strategies of rural towns in the Philippines.
3. To investigate compliance of retail store on dispersing cigarette to
minors in Philippine rural areas.
4. To examine the present condition of the countrys problem as regard
to cigarette smoking among minors in rural areas.

Research Paradigm
This study utilizes the InputProcess-Output (IPO) model as its
framework. The IPO model is a
graphical representation of all
factors that make up the process. It
covers materials and information
needed for the process, details to
process itself, and descriptions of
products resulting from the process.

Summary of Findings
1. Minors have easy access on cigarette in the selected rural municipality
that served as the venue of the study. The findings of our survey and
observation shows that a total of 138 stores found in the selected rural
municipality sells cigarette openly and illegally to minors.
2. Implementation of local ordinance on cigarette smoking is weak and
unsustained minors. A No-Smoking in Public Motor Vehicles was
implemented on 1997 but wasnt sustained and is ineffective up until now.
3. Cigarette smoking promotes ego-systonic effect among young Filipino
minors.
4. Family and peer influences lead minors to be indulge to cigarette
smoking.

Conclusion
At present, the local government unit where study is conducted fails
to thwart minors from smoking cigarettes through a comprehensive,
collaborative and multi-sectoral systematic approach.

Recommendations
1. The Municipal Health Office in collaboration with home association or with
parents, with community leaders, with school administrators, church leaders,
and government officials should create a comprehensive, collaborative, and
multi-sectoral systematic approach focused on reducing or preventing
minors access of cigarettes in the local vicinity.
2. The Local Government Unit should benchmark ordinances and policies of
compliant cities in regards to Republic Act 9211. Furthermore, they are
encouraged to revisit the existing LGU ordinance and revise it to further
strengthen implementation of such existing municipal ordinance as patterned
and anchored on Republic Act 9211 and Republic Act 8749.

3.Student nurses, municipal health office, and councilor-in-charge of


health committee are encouraged to conduct thorough education on the
youth, specifically minors, to rectify their misconception or improper
perception as regards to the effects and psychological impact of
cigarette smoking.
4.The Municipal health office and school guidance counselor are
encouraged to conduct family and peer counseling as regards to its
effects on the decision of the minors to be involved the vice of cigarette
smoking.
