Overview
2G-3G-LTE Priority based cell reselection is needed when user with multi-RAT capable MS (MS classmark3) roam between successive layers of LTE, WCDMA and GSM radio networks without loss of service and
camp on the available RAT with most priority.
Priority cell reselection works on having priority for different frequencies, the priority can be higher or
lower priority than the GSM.
MS shall search for and monitor higher priority frequencies regardless of signal strength in the serving
GSM cell. MS shall perform measurements of lower priority frequencies when RLA_C (Receive Level
Average) of the serving GSM cell is below the threshold set by MEASTHR.
Up to 64 UTRAN cells related to up to 32 UTRAN frequencies may be defined for cell reselection
measurements in idle and packet transfer mode. Up to 8 LTE frequencies may be defined for active mode
measurements. For each LTE frequency defined, one less GSM cell may be defined for active mode
measurements.
Need Early Classmark sending to assure that the system knows about the UTRAN FDD capabilities
(setting of parameter ECSC =YES).
Need to check BSC Licenses, which are allocated and calculated on timeslot basis.

Cell reselection algorithm to UMTS and LTE based on priority


Once the criteria to start measuring on other RATs are fulfilled (MEASTHR), the MS shall
measure :
S_non-serving_FDD = measured RSCP value QRXLEVMINU for each measure
UTRAN Cell
S_non-serving_E-UTRAN = measured RSRP value QRXLEVMINE for each
inter-RAT frequency cell reselection of higher priority shall be performed if:
measure EUTRAN Cell
S_non-serving_FDD > HPRIOTHR ( for TRES ) or,
S_GSM = C1 (RLA_C - ACCMIN- max( CCHPWR- P, 0)) for GERAN cells
S_non-serving_E-UTRAN > HPRIOTHR ( for TRES)
Cell reselection to a cell of another inter-RAT frequency of lower priority may be performed
if:
S_GSM < PRIOTHR (for the serving cell and all measured GSM cells.) and,
S_non-serving_FDD > LPRIOTHR ( for TRES) or,
S_non-serving_E-UTRAN > LPRIOTHR ( for TRES)
if no cells satisfy the criterion above, MS will reselect:
S_non-serving_FDD/ S_non-serving_E-UTRAN > S_GSM + HPRIO ( for TRES)
Reselection to a UTRAN FDD cell is only done if, in addition to the criteria below:
measured Ec/No FDDQMIN FDDQMINOFF
Algorithm is valid only for MSs in NC0 or NC1 mode.

Priority based cell reselection status check in 2G cell


Priority based cell reselection to both UMTS and LTE is activated per GSM cell with the command
RLSRI. Before activation RATPRIO must be set for GSM, for each UMTS frequency FDDARFCN
corresponding to MFDDARFCN in UMFI and for each LTE frequency EARFCN.
PRIOCR shows the activation status of priority based inter-RAT cell reselection
(activated/changed/deactivated/printed with the commands RLSRI/RLSRC/RLSRE/RLSRP).

Inter System cell selection after call release


Done by including LTE or WCDMA frequency in the IE "Cell selection indicator after release of all TCH and SDCCH"
in the CHANNEL RELEASE message after call release.
Active UTRAN Measurement Frequency List or the QSC is set to 15 (="never search for UTRAN"), there is a risk
that the mobile will be re-directed to WCDMA even though there is no WCDMA coverage. Therefore it is
recommended to turn off the feature in GSM cells where the UTRAN coverage is poor and when no Active UTRAN
Measurement Frequency List has been configured.
CPICH Ec/No level considered for cell reselection after call release controlled by parameter FDDSQTHR.
FDDSQTHR<= FDDQMIN, Set FDDSQTHR to the highest possible value below the value of FDDQMIN
Also when there is no Active E-UTRAN Measurement Frequency List or the EQSCI and EQSC is set to 15 (="never
search for E-UTRAN"), there is a risk that the mobile will be re-directed to LTE even though there is no LTE
coverage. The mobile will then unsuccessfully search for LTE cells and after a while select a GSM cell. Such
scenario will delay the cell selection and increase the packet transfer outage time. Therefore it is recommended
to turn off the feature in GSM cells where the E-UTRAN coverage is poor and when no Active E-UTRAN
Measurement Frequency List has been configured.
Minimum RSRP level considered for cell reselection after call release controlled by parameter EFDDRSRPLEV,
EFDDMROFF and EREPGRAN.
Minimal allowed RSRP = EFDDMROFF + EFDDRSRPLEV * EREPGRAN
Where,
EFDDMROFF = QRXLEVMINE (typically -120 to -130 dBm)
EREPGRAN = 0 (2 dB step, default value)
EFDDRSRPLEV = 3 or 4

Fast Return to LTE after Call Release check in 2G cell


The feature Fast Return to LTE after Call Release is introduced to decrease the Packet Data
Transfer Outage Time. With the feature, multi-RAT mobiles can be requested to select an LTE cell
directly after the speech call release and hence preventing the mobile to first select a GSM cell and
then re-select an LTE cell.
FASTRETLTE shows the activation status of the feature Fast Return to LTE after Call Release
(activated/deactivated/printed with the commands RLRLI/RLRLE/RLRLP).

BSC AXEPARS Parameter table check

Parameter and attributes definition


EARFCN defines the E-UTRAN ARFCN to which cell reselection shall be performed. This parameter is
defined per GSM cell.
FDDARFCN defines the UTRAN FDD ARFCN to which priority based cell reselection shall be performed.
The value shall correspond to MFDDARFCN in UMFI. This parameter is defined per GSM cell.
FDDSQTHR defines the minimum UTRAN FDD signal quality threshold for Common Pilot Channel
(CPICH) Ec/No of neighboring UTRAN cells. This parameter is defined per GSM cell. The parameter
FDDSQTHR is used control signal quality of the UTRAN FDD candidates for Fast Return to WCDMA after
Call Release.
HPRIO defines an offset to apply at a relative comparison between GSM and inter-RAT frequencies
when cell reselection to an inter-RAT frequency of lower priority than GSM is allowed. In 3GPP this
parameter is called H_PRIO. This parameter is set per GSM cell.
HPRIOTHR defines the minimum threshold for reselection to LTE and UMTS frequencies of higher
priority than GSM. The parameter is defined per FDDARFCN for UMTS frequencies and per EARFCN for
LTE frequencies.
LPRIOTHR defines the minimum threshold for reselection to LTE and UMTS frequencies of lower priority
than GSM. The parameter is defined per FDDARFCN for UMTS frequencies and per EARFCN for LTE
frequencies
MEASTHR defines a threshold for the serving cell below which measurements of inter-RAT frequencies
with lower priority should be done. This parameter is defined per GSM cell.

Parameter and attributes definition


QRXLEVMINU defines the minimum required RX level (RSCP) for cells on the target UTRAN frequency.
In 3GPP this parameter is called UTRAN_QRXLEVMIN. This parameter is defined per FDDARFCN.
RATPRIO defines the priority of GSM, LTE frequencies and UMTS frequencies. The priority may not be
the same for different RATs but may be the same within a RAT. The GSM priority is defined per GSM cell,
the LTE priority is defined per EARFCN and the UMTS priority is defined per FDDARFCN.
TRES defines the time during which the conditions for cell reselection to another RAT must be fulfilled.
In 3GPP this parameter is called T_reselection. This parameter is defined per GSM cell.
SPRIO indicates if 3G cells may be searched when BSIC decoding is required. This parameter is
defined per GSM cell.
QSC defines if the monitoring of UMTS cells will be performed if the signal level is below (0-6) or above
the threshold (8-14), always (7) or never (15). This parameter is defined per GSM cell.
QSCI defines the control of UTRAN measurement after entering active mode, before reading the first
QSC. In that period UTRAN measurements can always be performed (=1) or according to QSI value (=0).
This parameter is defined per GSM cell.
EQSC defines the Received Signal Level (RXLEV) threshold for start of E-UTRAN measurements in
active mode. This parameter is defined per GSM cell.
EQSCI defines the RXLEV threshold for start of E-UTRAN measurements in active mode, which is used
before value of parameter EQSC is received. This parameter is defined per GSM cell.
EREPGRAN defines the value of reporting granularity which indicates whether fine or coarse

Parameter and attributes definition


COVERAGEE indicates the coverage of all E-UTRAN cells on a E-UTRAN frequency within the coverage
area of the GSM cell. It is specified per E-UTRAN frequency in the Idle E-UTRAN Measurement Frequency
List defined in the GSM cell. This parameter has no relevance if the Active E-UTRAN Measurement
Frequency List is used.
1. GOOD, frequency can be used by the feature Fast Return to LTE after Call Release
2. BAD, frequency cannot be used by the feature Fast Return to LTE after Call Release
COVERAGEU indicates the coverage of all UTRAN cells on a UTRAN frequency within the coverage area
of the GSM cell. It is specified per UTRAN frequency in the Idle UTRAN Measurement Frequency List
defined in the GSM cell. This parameter has no relevance if the Active UTRAN Measurement Frequency
List is used and can only be set if feature Fast Return to LTE after Call Release is activated.
3. GOOD, frequency can be used by the feature Fast Return to WCDMA after Call Release

CSFB defines status of Circuit Switched Fallback (CSFB) functionality support for particular MSC. This
parameter is defined per MSC. With the support of CSFB functionality is meant, in particular, that MSC
supports CSFB Indication in Clear Command message.
UMFI (MFDDARFCN-MSCRCODE-DIVERSITY) defines the frequency, scrambling code and diversity
information for a UTRAN neighbouring cell. MFDDARFCN indicates the absolute RF channel number of the
neighbouring UTRAN cell to be measured on by Multi-RAT MSs. MSCRCODE is the scrambling code for the
neighbouring cell. The scrambling code has 512 values. DIVERSITY indicates if diversity is applied for the
UTRAN cell, or not. This parameter is defined per GSM cell.
