What cmp is- a toolkit that serves as a guide for dealing with urban transport
development
Main features of cmp

To optimise the mobility of people and goods rather than vehicles.

Promotion and improvement of the use of Public Transport System

Focus on Non-Motorised vehicles and pedestrians.

To act as an effective platform for integrating Land USE AND Transport


planning.

Comprehensive Mobility Plan should take the knowledge of existing plans and
studies such as CDPs, master plan and transport studies

Vision of city development plan

1.

Social sustainability-The vision statement strives to provide an improved


quality of life to all its citizens focusing on an inclusive approach

Economic sustainability-the city wants to move towards higher economic


growth path and attract investments in the city by ensuring an enabling
living, working and investment environment.
Environment sustainability is missing

The city does not however, indicate its drive to do so in an environmentally


benign manner

Evaluation of cmp vision for transport


sector

the vision statement does aim to achieve many of the sustainable mobility
elements like environment friendliness, safety, security, reliability, etc.

However it does not directly indicate towards developing a transport system


that is accessible to all, is energy efficient in its operations and is based on
equitable principles of road allocation.

Although not mentioned exclusively in the vision/goal statements, the Plan


envisages a people-centric rather than vehicle- centric growth of the
transport sector, which keeps it in line with the NUTP recommendations.

summary
There are several recommendations in Kolkata CMP that help promote
sustainable mobility objectives. At the same time, there are a few gaps in the
Plan recommendations and the projects identified to realize the Plan
recommendations. Some broad recommendations to address the gaps identified
while reviewing the Plan is given

Good practices/recommendation in the


plan

Provide recommendations for improving accessibility of urban poor, For e.g.


providing differential public transit services, connectivity of slum areas by
public transit routes, etc

Measures to promote security of transport users are needed. These may


include passenger information systems, separate coaches in public transit
modes, integration of hawkers/informal sector, etc.

Projects need to be undertaken to integrate public transport nodes with NMT


and Intermediate Para Transit (IPT) systems; for e.g. using IPT as a feeder to
public transit terminals, bicycle renting facilities at public transit nodes, etc
