of the distinctions mentioned in article 2 and without
unreasonable restrictions:
(a) To take part in the conduct of public affairs, directly or through
freely chosen representatives;
(b) To vote and to be elected at genuine periodic elections which
shall be by universal and equal suffrage and shall be held by secret
ballot, guaranteeing the free expression of the will of the electors;
(c) To have access, on general terms of equality, to public service in
his country.

Massacre
TheMaguindanao massacreoccurred on
the morning of November 23, 2009, in the
town ofAmpatuaninMaguindanao
province, on the island ofMindanaoin the
Philippines. While the 58 victims were on
their way to file a certificate of candidacy
forEsmael Mangudadatu, vice mayor of
Buluantown, they were kidnapped and
killed. Mangudadatu was challengingDatu
UnsaymayorAndal Ampatuan, Jr., son of
the incumbent Maguindanao governor
Andal Ampatuan, Sr.and member of one of
Mindanao's leading Muslim political clans,
in the forthcoming Maguindanao
gubernatorial election, part of the
national elections in 2010. The people
killed included Mangudadatu's wife, his two
sisters, journalists, lawyers, aides, and
motorists who were witnesses or were
mistakenly identified as part of the convoy.
