History of NGOs in Pakistan

Origin of NGO
1. The earlier round of NGOs started in in Latin America.
2. NGOs were used as a means of furthering the political goals of politicians while others joined due to
economic reasons.
3. Soviet Union: Emergence of anti-state, anti interventionist gave credence to the idea that role of
government and public sector should be minimized

1. The history of Pakistani NGOs has its roots back in time of partition.
2. Many voluntary organizations were contrived to provide humanitarian aids to refuges pouring into the
country and to help victims of communal riots

3. Many of the NGOs concentrated on rehabilitation and basic services and facilities. many of them are
still active today

1. The next upsurge in the formation of NGOs took place in 1970s, when martial law government explicated
its philosophy of social work welfare.

Community Based NGOs
CBNGOs include, indigenous community groups,
village level clubs, induced community groups, mass
organizations, local and national religious
organizations, local and national trade organizations.
CBNGOs work at the grass roots level, concentrate on
welfare activities and remain active for the welfare of
the local communities Intermediary Organization

Intermediary NGOs are also known as a midlevel NGOs or simply NGOs. These organizations remain
service delivery organizations focusing on healthcare, family planning, education, environment, water and
sanitation. Mostly intermediary NGOs are local philanthropic organizations, national private philanthropic
organizations, national public philanthropic organizations, hometown organizations and humanitarian
organizations. These are support organizations to grass roots organizations, and not necessarily support with
funds but provide technical support in their programme extensions.

 Conclusion
To what extent can the failure of NGOs to bring about development be
rectified by a revival of the state?
Conclusion

NGOs have had their ups and downs throughout Pakistans history.
They have had limited success rates in bringing about large-scale nationwide
development
This is due to their misappropriation of donor funds, their substantial reliance
on foreign funding, lack of accountability, and a lack of communication of
their aims to the wider public.
Civil society can thus only bring about limited development as compared to
the potential of a state to do so.
For a state to be able to bring about development, it needs to invest in and
inculcate values of democratic participation, political education, and a
general respect and rule of law.
 However, to what extent is this possible in the Pakistani context?
For this to happen, we will need:
Major democratic institutional reform, particularly with regards to
the administrative bureaucracy.
Large-scale investment in political education, and general education
to improve the literacy rate.
Reform of the government spending agenda more investment
needed in health and education rather than defence.
Reform of the political culture towards a society that is able to trust
and respect the governmental institutions.
Because these reforms will only take place over a long period of time, it cannot be aptly said that the
revival of the state in its current form will bring about development better than NGOs.
