Introduction

Nokia have several layering features that can be used to balance HSDPA load between carriers.
1. UMTS carriers in same band, having same coverage area and configured under common sector id
Directed RRC Connection Setup features
HSPA layering for UEs in Common Channel
Multi-band Load Balancing MBLB
HSDPA load balancing is included to MBLB Blind HO and MBLB state transition features
2. UMTS carriers in different band, having different coverage areas or BTSs
Multi Band Load Balancing MBLB
HSDPA load balancing is included to MBLB Blind HO and MBLB state transition features
(In certain conditions HSPA layering for UEs in common channel can be used between bands
also, requires same sector id and meant to be used between cells with same coverage areas)
Additionally idle mode settings & different type of IFHO can be used move UEs between
bands/carriers, but HSDPA load balancing between carriers is done either with DRRC or MBLB.

Multi-Band Load Balancing (MBLB)

The Multi-Band Load Balancing (MBLB) feature includes 4 components:


Redirection during RAB setup:

either first RAB, or AMR RAB for a UE which already has an NRT RAB
blind handover
Redirection during the transition to CELL_DCH:
state transitions from CELL_FACH, URA_PCH or CELL_PCH
does not include transition from RRC Idle mode
blind handover
Redirection after detecting inactivity in CELL_DCH:
inactivity detected for last active PS NRT MAC-d flow
inter-frequency handover with compressed mode measurements
Redirection due to Mobility:
addition of cell to active set which has different preferred layer definitions
inter-frequency handover with compressed mode measurements

Intra-Frequency Measurement Reports

Blind Handover during RAB Setup requires the RACH intra-frequency


measurement reporting quantity to be set to RSCP

MBLB Definition of Target Cells

Target cells can be defined for each source cell


Only 1 target cell per RF carrier can be defined
Target cells can be defined using the ADJI BlindHOTargetCell parameter
Target cells must belong to the same RNC as the source cell

MBLB Target Network Layer
MBLB selects the most suitable layer using a Preference Score
The Preference Score is based upon:
Preferred Layer: based upon UE capability and service type. Preferred
layers for different UE capability and service combinations can be specified,
e.g. HSDPA capable UE with NRT service
Preferred Band: increased weight can be allocated to specific operating
bands and the operating band capability of the UE is taken into account
Reported RSCP: Lower operating bands are preferred for low reported
RSCP, whereas upper operating bands are preferred for high reported RSCP
(lower operating bands provide coverage, while upper operating bands
provide capacity)
Load: load balancing and HSPA load state are taken into account

HSPA load is evaluated calculating HSDPA power per NRT user
LoadWeight value is calculated with following formula if LaySelWeightLoad > 0.

Blind Handover Quality Criteria

There are two methods to check the quality of the target cell
Blind handover is allowed if either of the two criteria is satisfied
Criteria 1:

Source Cell RSCP BlindHORSCPThr (AdjiCPICHTxPwr PtxPrimaryCPICH)

Criteria 2:
the target cell was included within the inter-frequency measurement results on
the RACH

If a target cell measurement is available for a target frequency, the target cell on
that frequency shall be the cell from where the measurement was recorded
If a target cell measurement is not available for a target frequency but the
quality criteria from the source cell allows blind handover, the target cell is the
cell defined by the BlindHOTargetCell parameter

When Blind IFHO is activated, it requires changing of the intra-frequency measurement quantity
from EcNo to RSCP. It is defined with RACHIntraFreqMesQuant parameter.
After this, the measured EcNo is not available for DL initial power calculation
Using this parameter the values for the RSCP0 and BackgroundEcNo can be defined.
Additionally, they can be defined if the RSCP is used to calculate EcNo.
By default use RSCP in EcNo calculation (0H)

MBLB blind HO is done during RAB setup phase, if


MBLB is triggered, the new frequency info is
included to Radio Bearer Setup message and
Radio bearer Setup complete message is send
already with new frequency.

PRFILE 002:1888 RN60_MAINT_12 allows


possibility to activate two procedure
functionality for MBLB in case there is UEs
which does not support one procedure
functionality. If two procedure functionality is
used, the Blind HO is first done either using
Physical Channel Reconfiguration, Transport Blind HO with two procedure functionality
triggers layer change in Physical channel
Channel Reconfiguration or Radio Bearer reconfiguration
Reconfiguration and then RB setup is done
separately.

Common Channel Setup
RNC uses RSCP instead of EcNo to define if RRC connection setup is performed in common
