Classification of KPI Measurement
The quality of network performance is mainly evaluated by KPI
(Key Performance Index)
Performance Measurement KPI (discussed in this class
Most of KPIs are attained by this approach, such as RRC success
Rate, HO success rate, e.g. these KPIs are from eNodeB performance
statistic.
Drive Test KPI (discussed in Tuning class
Some KPIs should be attained by drive test, such as latency KPIs.
Measurement results are from driver test tools such as Probes and
Assistant.

RRC Setup Success Rate (service)
The RRC setup procedure is trigged by different reasons as identified by the
establishmentCause field in the RRCConnctionRequest message: emergency,
highPriorityAccess, mt-Access, mo-Signalling, mo-Data, delayTolerantAccess.

The UE sets the establishmentCause and received by eNodeB. Causes except mo-
Signalling are categorized as service related ones, and the cause of mo-Signalling is
categorized as signal related ones.

E-RAB Setup Success Rate Overview
According to protocol, the counters related to this KPI are
measured when the eNodeB receives an E-RAB Setup Request
message or an Initial Context Setup Request message from the
MME.

The E-RAB consists of both the E-RAB radio bearer and the
corresponding S1 bearer.

E-RAB Setup has two scenarios

Description

The counters measure the duration of cell unavailability due to human

operations, system faults.

Measurement Points

The duration of cell unavailability is sampled every five seconds. If a cell is

unavailable, the corresponding counter is incremented by 5 at each sampling
point accordingly. At the end of a measurement period, the sum of these
sampling results is reported.

L.ChMeas.PRB.DL.Used.Avg measures the average number of PRBs used by the

PDSCH, to analyze the usage of downlink PRBs.

The number of downlink PDSCH PRBs is determined by the number of downlink data
packets and quality of signals.

Measurement Points
During a measurement period, the average number of used PRBs occupied by PDSCH is
measured per millisecond in a cell.

radio bearers and the other nine are for nine standard QCIs.

This set of KPIs can be used to evaluate the average DRBs in a cell or

service with a specific QCI ranging from 1 to 9 in a cell.

Measurement Point
The size of the payloads in the transmitted PDCP SDUs of each service with a
specific QCI is sampled in a cell. At the end of a measurement period, the sum of
these sampling results is used as the value of the corresponding counter.

Service Average Throughput
The KPI consists of 9 sub-KPIs mapping to 9 standard QCIs. It can help
to reflect the user experience of specific QCI in busy hour.

Service Downlink Average Throughput

L.Thrp.bits.DL.QCI.n / L.Thrp.Time.DL.QCI.n (n = 1~9)

Service Uplink Average Throughput

FDD: L.Thrp.bits.UL.QCI.n/L.Thrp.Time.UL.QCI.n

TDD: L.Thrp.bits.UL.QCI.n/L.Thrp.Time.UL.QCI.n x (Number of uplink

subframes per radio frame/10)

The counter of L.Thrp.bits.UL.QCI.n and L.Thrp.bits.DL.QCI.n is also used

to measure the traffic volume KPIs

Description:
The counters measure the transmit duration of downlink PDCP SDUs for services with a
specific QCI in a cell.

Measurement Point
The sampling period is millisecond.

If there is uplink data to be transmitted within a millisecond, the counter for the period of
services with the corresponding QCI and the counter for the total period are incremented
by 1. The periods for each DRB of all UEs in the cell are accumulated.

1526727064 L.Thrp.bits.DL.Max Maximum downlink traffic volume for PDCP SDUs of all services

Description

The counters measure the maximum uplink/downlink traffic volume for

received/transmitted PDCP PDUs/SDUs of each service with a different QCI ranging from
1 to 9 in a cell.

Measurement Points

The size of the payloads in the received/transmitted PDCP PDUs/SDUs of each service
with a different QCI is sampled per second in a cell. The size is accumulated at each
sampling point. At the end of a measurement period, the maximum of these sampling
results is used as the value of the corresponding counter.
