2002 - 2004
PGBh created the Provincial ESWM Board and
reconstituted TWG
TWG recommended to divide the province into 8
clusters for establishment of sanitary landfill
PGBh entered into MOA with DENR and USAID thru
(Ecogov) April 4, 2003
Both MGB DENR7 and EcoGov recommended
Alburquerque site for SLF
EcoGov assisted 10 MLGUs to formulate their Solid
Waste Management Plan
Approval of Metro Bohol Cluster PDC Res. No. 18 S,
2004
RDC endorsed to NEDA

2005 2007
11 LGUs signed MOA to form a cluster November 24, 2005
PTA granted funds for the establishment of SLF P85 M
(thru the effort of then Gov. Aumentado and Cong.
Chatto)
PTA and LGU-Alburquerque signed a MOA February 12,
2007
Consultation with stakeholders (LGU Alburquerque officials,
HUGALNA, PENRO, MGB, EMB, BEMO, EcoGov,
PTA, POIEL)
Presentation/explanation on the Siting of SLF Criteria was
done. LGU Officials and HUGALNA representatives
remains negative on the SLF establishment

Dialogue with Alburquerque officials with lawyer,
HUGALNA representatives, PTA Consultant
(POIEL), EcoGov, BEMO
LGU Officials and HUGALNA required the PTA
to submit the necessary documents (FS,
Detailed Engineering Design) and requested
the contractor not to proceed the construction
not unless the documents they required will be
submitted.
Another meeting was conducted, LGU Officials
and HUGALNA were not contented with
documents submitted.

Meeting conducted moderated by Ms. Paredes ,
agreed to have a consultation to Alburquerque
constituents to address the issue by the
opposition of having no IEC conducted. Focus
Group Discussion was planned to address the
need.

Gov. Chatto created the Bohol Advisory Council and a
TWG is organized to look into the Alburquerque
Cluster Sanitary Landfill (whose members are Deans
and professors of Environment and Engineering
Colleges of UP)
President Aquino announce during his visit in Bohol
that there is a founding for the completion of the
SLF in the amount of P 140M
Experts/Consultants were provided with all documents of
the Alburquerque Sanitary Landfill for review
Governor Chatto meet the Advisory Council last
September 2011 to brief the Council and TWG on the
scenario of the Alburquerque SLF

One member of the TWG visited the SLF site (Oct 4) to
conduct inspection and verification of the area and
report has been submitted to the Team Leader of the
TWG
UP TWG convened November 16, 2011 to discuss their
findings and observations of the facility
Gov. Chatto have sent letter to Mr. Mark Lapid (COO)
of TIEZA to conduct inventory of the Phase 1
construction of the SLF

Alburquerque conducted a re-WACS (waste assessment


& characterization study) since the last WACS was
in 2004 and 3rd round of IEC specifically on the
practice of 3 Rs (reduction, reuse, recycle) and
waste segregation
Conducted monitoring & evaluation on the compliance
of the mandatory requirements of RA 9003 where
one of the cluster member LGU (Cortes) won for
Best Practices on ESWM
