Challenges Ahead

The awareness level at workplaces


moves in a progressive wave form.

After an incident the awareness level


becomes high and it wanes over a
period of time, until the next incident
happens.

Secondly, improvements in safety


culture becomes more and more
difficult as we progress.
Attaining 0 to 80% is the easier part
than achieving the next 20%

Who owns the Safety?

Safety ownership does not lie with


Leadership, HSE or Teams.

It lies with each and every individual. At


core the fundamental aspect is not to put
yourself or others at risk.

The Leadership can set the aim & provide


resources. HSE can provide the guidance.
However, ultimately the People needs to
own and implement.

Care & Respect

Care for the safety of others as you would


care for your own.

Respect the views & concern shown by


others.

Anyone pointing out a Safety deficiency is


actually showing care so that others does
not get hurt.

Do not misuse Safety

Do not use Safety as an alibi to push your


agenda.

Once Safety has been misused, you


cannot go back and correct it.

Be honest and clear on your objective.

Knowing what could go wrong is the first step to prevent things from going
wrong

Purpose & Objective
Purpose
Manage waste generated at RLPC

Objective
Minimize waste generation
Handle and dispose in an environmentally acceptable manner
Compliance with the Qatar regulations and RLC
Prevent unauthorized handling and disposal
Maintain manifest for generation, transportation and disposal.
Definition
Waste:
Any gas, liquid, solid, or energy that is surplus to, or unwanted from,
any industrial, commercial, domestic or other activity, whether or not of
value.

Hazardous Waste:
Pose a substantial or potential hazard to human health or the
environment. Like flammable, combustible, ignitable, corrosive,
reactive, toxic, poisonous, radioactive, infectious.

Non Hazardous Waste:


Does not constitute a hazard to public health and /or the environment.

Municipal Waste:
Municipal waste includes garbage, refuse, industrial lunchroom or office
waste and other decomposable materials.
Definition
Inert Waste:
Waste that is not biologically or chemically active in the natural
environment. Examples: glass, concrete, broken clay, chinaware, most
plastics and manufactured rubber products.

Recyclable Waste:
Waste that exhibits the potential to be used repeatedly. Examples:
Plastic drums, empty plastic bottles, metal drums, batteries, paper etc.

Waste Oil:
Waste oil consists of used lubricant and other motor used oils.
Roles and Responsibilities
Chief Executive Officer:
Ensure procedure developed, implemented and maintained.
Team Leaders:
Ensure procedure is implemented and followed by their respective teams.
HSE Committee:
Review procedure periodically and monitor the requirements are met and
effective.
HSE Team Leader / Coordinator:
Coordinate waste material handling and make communication to external
agencies.
Craft Person/Craft Group Leader:
Make sure that during and after work housekeeping is done and waste is
properly segregated.
Individuals (Employees and Contractors):
Follow the waste management procedure.

Duty of Care
1. Prevent any person from deposing or recovering controlled waste
without prior permission of Supreme Council, RLC and/or ROC,
contrary to the conditions of Supreme Council/ RLC/ ROC,
or in a manner likely to cause environmental pollution or harm to health.

2. To prevent the escape of waste, that is, to contain it.

3. Ensure when waste is transferred through authorized transports


and it finally goes to an authorized Person/ Organization.

4. While transporting ensure Waste Consignment Note filled and


described the waste fully.

Recyclables will be segregated and stored separately. Periodically


this will be send to companies engaged in waste recycling.

Implementing environmental initiatives for waste minimization,


making people aware about the impacts of waste on the
environment.
Classification of Waste
Wastes are classified in terms of their potential hazard to the
environment or any personnel handling them i.e. Hazardous and
Non Hazardous.

Hazardous and Non-Hazardous wastes are separately identified and


managed.

All waste characterized prior to shipment to the designated disposal


areas/organizations .

List of current Hazardous, Non-Hazardous and Inert waste shall be as


per ROC-HSE-0001/ P0028-A0001: Waste Management Report
Waste Management Report
Collection & Storage of
Non-Hazardous Waste
Waste are segregated and collected in 7M standard Skips, which are
placed at appropriate locations in the plant.

Sign boards identifies the type of waste to be put in skip.

Different kind of waste shall not be mixed together.

Storage areas should not cause ill-health and create fire hazards.

Readily accessible to the collection vehicle.

Removed off to the disposal site at the earliest opportunity.

Forbidden to burn the garbage and solid and liquid wastes


Transport & Disposal of
Non-Hazardous Waste
Transported and disposed at designated location as per the
guidelines of RLC / Ministry of Environment (MOE) using appropriate
Waste Consignment Form.

RLC approved transporting company and designated vehicles shall


be used for the transportation waste to designated location.

Proper protective covering should be provided to the containers to


avoid spillage of waste from the containers during transportation.

Other inert waste like lime stone sludge or any other shall disposed
to the designated areas with a prior permission and approved
Waste Consignment Form.
Sanitary Waste
Sanitary waste from different buildings of the plant is carried to
Sewage Treatment facility available in the plant through
underground piping.

The treated water is used for the irrigation of landscaping in the


plant.

Sludge settlement from sewage treatment plant will be collected


and disposed to RLC Sewage treatment plant as and when required.

The waste from the temporary toilets which are used during the
shutdown activities will be transported to RLC Sewage treatment
Plant on a regular basis through RLC approved vendor.

Disposing the sanitary waste directly to the ground is strictly


prohibited

Hazardous waste storage areas shall be designated to have spill
containment systems and protected to avoid run off.

Containers and storage area tanks shall be comprised of suitable/


compatible material and have an identification label.

Storage facilities shall be inspected regularly for leakage.

Incompatible materials should not be stored adjacent.

Transportation of Hazardous Waste /waste oil require a prior


permission from RLC.

MOE approved transport and waste handlers will be utilized.

Reporting, Training & Enforcement
Reporting
HSE Team Leader/ Coordinator provide the details of Waste
Management to MOE and Environmental Department of RLC.

Training
Employees: Induction process for new employees and conducting
meeting on Waste Management Procedure at least once in Three (3)
years.
Contactors: Contract personnel performing work within RLPC will be
made familiar with their roles in Waste Management Procedure
during Induction Process.

Enforcement
It is the responsibility of all ROC Employees and contractors to comply
with this procedure. In case of failure, appropriate action will be
initiated by following the incident management procedure.
