The substitution shall be with the consent of the referee at the
following time:
Before your teams throw-in
Before a goal kick by either team
After a goal

If both team have a substitute ready at the halfway line, both
teams may substitute

RULE 4: PLAYERS EQUIPMENT
The home team must wear a white/light color jersey.
The visiting team must wear a dark color jersey. If
the referee determines the uniforms are too similar
or may cause confusion, the team not complying
with the above requirement must change their jersey.

A jersey or shirt must have sleeves if


undergarments are worn, they may be of a different
color as the sleeves of the jersey or shirt

If undershorts or tights are worn, they may be of a


different color from the shorts

If a tape or similar material is applied externally


(over the stocking), as long as the referee can
determine the color of the stocking, the tape or
similar material does not have to be the same color
of the stocking.

Clothing that are not part of the uniform may be allowed based on weather conditions, however, the
uniform must be distinguish the teams

RULE 5: THE REFEREE
If 3 referees are not available, a USSF certified referee MUST be
in the center. Two parents may be selected by the referee to act as
Club Linespersons. At no time a two persons system may be used.

For 10U games, if the player violate the rules, the referee should
help explaining the rules.

For 10U games, only one USSF certified referee may be used.

No more than 3 Indiana Soccer carded adults (Coaches,


Managers, Trainers, etc.) can be on the bench or beech area
during the game. Carded adults who arrive to the bench area
late must show their Indiana Soccer card to the Assistant Referee at
the next stoppage.

If there are no Indiana Soccer carded adult at the players side,


the game must not start. The referee must allow for 15 minute
delay before abandoning the game. If there are no Indiana
Soccer adult carded on the bench due to a red card, the referee
must terminate the game immediately and report the reason for
the termination to the league.

RULE 5: THE REFEREE
11U and older, each team must provide both of the following for player
check-in
A copy of the game card from GotSoccer with all the participating players
names typed on the card
An official pass (hard copy or virtual) for each player and adult on the
bench

10U and younger, each team must provide one of the following for
player check-in:
A copy of their state roster
A copy of the game card from GotSoccer with all the
participating players names typed on the card.
An official pas (hard copy or virtual) for each player and adult on
the bench

With 10U teams, players from within the club may move from one
field to another for the purpose of creating more equitable play at
each game.

RULE 5: THE REFEREE
If the referee observes lightning during the game, the referee must suspend
the game until the danger has passed. The danger is considered passed
after a 30 minute after lightening was last observed. The referee may
resume the game after no lightning was observed for 30 minutes.

Coaches must remain in their technical area at all times unless


otherwise instructed by the referee. If a technical area is not
marked, the coaches must stay two yards away from the touch line
(or further on the Assistant Referees way to allow for running room)
and one yard extended at each side of the seething area

If there are no designated seating areas, coaches must have the


players equipment, chairs, and any items relating to the team at
least two yards away from the touch line and ten from the halfway
line. The referee will be the sole judge of the proper distance.

RULE 5: THE REFEREE

GAME REPORTS A REQUIREMENT,


NOT AN OPTION

The referee will log on to their GotSoccer account to complete and submit the Referee Game Report.
The referee MUST know/have the league name and the game number to complete the game report.

Only the referee should report the Yellow and Red cards on the game report. Teams should only
report the scores.

A USSF Suplement Report must be completed for all red cards issues by the referee.

10U Games

Restricted Goalkeeper Distribution: Punting or Drop Kicks are not


allowed. In the case of this happening, the referee reminds the
goalkeeper of the No Punt Rule and restarts the game with the ball
in the hands of the goalkeeper. There is no violation of the rules if
the goalkeeper: throws, rolls the ball or plays it with their feet.

When the goalkeeper has the ball, either during play or from a
goal kick, the opposing team must move behind the build out line.
Rationale: Develop the concept of building out of the back,
understanding that the goalkeeper passes the ball to a teammate.

If a player deliberately heads the ball, the referee will
award an indirect free kick (IFK) to the opposing team from
the spot of the foul.

An indirect free kick awarded inside the penalty area for the
attacking team must be taken on the penalty area line
parallel to the goal line at the point nearest to where the foul
occurred.

10U Games
May be taken from anywhere inside the penalty area.
Opponents are required to drop behind the build out line until
the ball is put back into play.
Rationale: Developmentally, the goalkeeper should be the
player taking the goal kick. This should allow for a completed
pass from the goal kick. Too often, the opposing team would
surround the penalty area on a goal kick, creating an
immediate scoring opportunity off of a restart that should not
but the team taking the goal kick at a disadvantage.

SPECIAL CIRCUMSTANCES

8U, 10U, and 11U Game


If a player deliberately heads the ball, the referee
will award an indirect free kick (IFK) to the
opposing team from the spot of the foul.

An indirect free kick (IFK) awarded inside the


penalty area for the attacking team must be taken
on the penalty area line parallel to the goal line at
the point nearest to where the foul occurred.

POINTS OF EMPHASIS
Dealing with Bench Personnel
Set the ground rules about the technical area and communication
protocol with the referee(s).
Project confidence in your knowledge of the Laws of the Game and
Rules of the Competition.
Do not engage in verbal challenges.
If there are issues with bench personnel, the referee can
implement the following:
1. Request from the bench personnel to stop the unacceptable
behavior (Ask).
2. Warn the individual and show Yellow Card (Tell).
3. Show a Red Card and instruct the individual to leave
(Dismiss).

Note: If the incident warrants, the referee has the option to show
a red card immediately.

POINTS OF EMPHASIS

Dealing with Spectators


The referee shall not engage in arguments with the
spectators.
If the referee team determines it necessary that the
spectators behavior is unacceptable, the referee must
stop the game and request from the coach/coaches to
address the spectator(s) behaving inappropriately. The
referee must notify the coach that if the inappropriate
behavior continues, the game will not re-start.
If the referee asked the coach to deal with the offending
spectator(s) however, the poor behavior continues, the
referee must notify the coach that the spectator(s) must
leave the area (out of site of the field).

POINTS OF EMPHASIS

Dealing with Spectators


The referee must allow the coach a reasonable amount
of time (approximately 30-60 seconds) to deal with the
incident before considering terminating the game.
The referee must report any inappropriate behavior
and/or misconduct by spectators to the event
administration so that there is a clear understanding as
to what happened so the administration can take the
appropriate action(s).
