Documents Review KII (key informant interview) the process of systematically gathering second-hand data or information that was previously gathered/generated to in order to review the completeness and relevance of various documentary evidence. Objective: to gather documentary evidence that will serve as basis in determining the heads (i.e. PENRO/CENRO) level/kind of leadership (good, better, best) given a set of criteria.
The documents should speak for the kind of
leadership being exemplified by the PENRO/CENRO e.g. reports, minutes of meeting, plans, policies or memo he/she issued, systems/mechanisms proposed or adopted, etc. A qualitative, in-depth interviews with people who are knowledgeable of the topic of interest.
Conversation that is loosely structured and
allows for free flow of ideas and information. To validate the veracity of the document collected.
For additional probing on the real role and
extent of involvement of the PENRO/CENRO on certain initiatives, documents issued in or reforms undertaken by the organization as shown in the documents gathered. Levels of Leadership
