L&D QATAME

FRAMEWORK
Learning and Development
Designing
 Whatis Learning and Development
Designing?
- Developing a conceptual outline of an L & D activity
by defining specific design elements such as activity,
title, rationale, link with the other programs or
activities, profile of target participants, learning
objectives, major content areas, approaches,
methodologies or strategies, duration, resources
needed and people responsible
Most Commonly Used Interventions

 TRAINING
Description : Systematic and planned process to change knowledge, Skills,
and Attitude ( KSAs) of employees in such a way that
organizational objectives are achieved; maybe long or short
term

When to use : To capacitate the participants on KSAs that may be applied

immediately on the job and to satisfy the current and future
manpower needs of the organization
Most Commonly Used Interventions

 JOB-EMBEDDED LEARNING

Description : Process where new knowledge , skills and

attitudes are integrated into current job
practices resulting in enhanced competencies
and improved work performance
When to use : To help the trainee-advisee discover the
answers to his/her professional needs in the
course of his/her job practice.
Most Commonly Used Interventions
 COACHING

Description : Systematic one-on-one engagement between the

coach and the coachee to work on a
competency-focused coaching process
When to use : To capacitate both the coach and the coachee
with the essential KSAs in the coaching process
to grow in confidence and capability which help
both parties to develop a design to improve the
coachee’s competencies required to perform
specific tasks.
Most Commonly Used Interventions
 LEARNING ACTION CELL ( LAC )

Description : A group of teachers who engage in collaborative

learning sessions to solve shared challenges
encountered in the schools facilitated by the
school head or a designated leader
When to use : To develop and support successful teachers by
nurturing their knowledge, attitudes and
competencies in terms of curriculum, instruction
and assessment in their work stations
Most Commonly Used Interventions
 BLENDED LEARNING
Description : Using combination of various learning
approaches to produce optimal learning
outcomes.
Examples include combining technology based materials with
traditional print materials, group and individual study,
structured pace learning and self-faced learning combination
of face-to-face interaction with online interaction
When to use : allows trainers to meet the diverse needs of
their participants; addresses issues of both
learning style preference and conveniences
Most Commonly Used Interventions
 E-LEARNING

Description : its an “on-line” learning and development

activity
When to use : addresses issues; diverse domains, short terms
and long term needs, geographical location of
participants and even conflict situations

Quality Assurance, Technical Assistance,
Monitoring and Evaluation ( QATAME)
- It is the fifth subsystem of the DepEd Learning
Development System and is embedded in the first four
subsystems.
1. L and D Needs Assessment
2. L and D Planning
3. L and D Design and Resource Package
4. L and D Delivery of Intervention
Quality Assurance, Technical Assistance,
Monitoring and Evaluation ( QATAME)
From QAME to QA, TA, ME
- - QATAME is the mechanism that ensures the attainment of the
desired level of quality of the expected output of a certain
deliverable.
- Where attention is given to every stage of the QATAME process in
every subsytem from learning needs assessment to learning
evaluation.
- Along the process , technical assistance is provided to improve the
intervention and create policies that would strengthen the QATAME
process
Quality Assurance, Technical Assistance,
Monitoring and Evaluation ( QATAME)
From QAME to QA, TA, ME
Quality Assurance is a process focused concept.
Where the processes are put in place to ensure the
correct steps are done in the correct way.
It is assumed that if correct processes are in place
there is some assurance that the actual results will
turn out as expected
Quality Assurance, Technical Assistance,
Monitoring and Evaluation ( QATAME)
From QAME to QA, TA, ME
Provision of Technical Assistance is the sharing of
information, knowledge, expertise and skills to reach
the desired quality of processes and expected outputs
of a certain intervention or program.

The technical assistance focuses on particular needs

and priorities identified by the program management
team or program monitor.
Quality Assurance, Technical Assistance,
Monitoring and Evaluation ( QATAME)
From QAME to QA, TA, ME
Monitoring is the systematic process of collecting ,
analyzing and using information to track a program’s
progress toward reaching its objectives and to guide
management decisions.
Quality Assurance, Technical Assistance,
Monitoring and Evaluation ( QATAME)
From QAME to QA, TA, ME
Evaluation is the systematic assessment of an activity or
program.
- it focuses on expected and achieved accomplishments
examining the results chain ( inputs, activities, outputs,
outcomes and impacts) processes, contextual factors and
causality, in order to understand achievements or the lack of
achievements
- It aims at determining the relevance, impact, effectiveness,
efficiency and sustainability of interventions and the
contributions of the interventions to the results achieved.
L&D QATAME Framework
 Atthe core of the L&D
Framework are the learning
