Strategic Framework
• Strengthen inclusion programs. Improving the mechanisms for
mapping, profiling, and tracking of learners and school-aged
children will ensure that learners with special needs, indigenous
peoples, and out-of-school children and youth are provided with
the appropriate educational interventions. Intensifying and
expanding the ALS will enable those not reached by the formal
system to complete basic education or acquire lifelong
learning. Education inputs should also focus on areas with poor
education performance – targeting the needs of hard-to-reach
and vulnerable learners (such as street children, indigenous
peoples, PWDs, children-in-conflict with the law [CICL], and
children in conflict areas).

the formal basic education system,
whether children, youth or adults,
we will intensify our efforts for
extensive positive outcomes on ALS.
We will do this through better
targeting of beneficiaries, broader
coverage, prioritization of these

partnerships, and modalities that fit
the circumstances of target learners.
A highly successful ALS program will
be one of the major legacies of the
Duterte administration.

• It is substantially aligned with the K to 12 curriculum


but not a mirror image.
• It is designed to equip ALS learners with necessary
functional skills for employment,
entrepreneurship, middle level skills and higher
education.
• It responds to the unique context of ALS learners
(out-of-school youth and adult learners).
• It uses the standard terminologies and coding
system of K to 12 Curriculum.

• Given the expanded content scope of the new


ALS Curriculum, the length of time needed
by learners to develop these competencies
through participation in an ALS learning
program will be much longer than the old
ALS program duration.

on the prior educational
background/existing knowledge level of
learners entering the ALS program.

• Competencies related to Viewing were added as a macro


skill area of Learning Strand 1 Communication Skills.
• The content scope of Learning Strand 4 was revised to
focus on Life and Career Skills. Competencies related to
sustainable use of environmental resources were
transferred to Learning Strand 2.
• Additional competencies that respond to recent global
developments which include ASEAN regional integration
and global citizenship were added to the new Learning
Strand 5: Understanding the Self and Society.
