The Right to Health was affirmed at
the international level in the Universal
Declaration of Human Rights, Article 25 in
1948. The article states that "Everyone
has the right to a standard of
living adequate for the health
and wellbeing of himself and
his family...".
The United Nations expanded upon the "Right to Health" in Article 12 of the International
Covenant in Economic, Social and Cultural Rights in 1966: "provision for the reductions of
. . . infant mortality and for the healthy development of the child; the improvement of all
aspects of environmental and industrial hygiene; the prevention, treatment and
control of epidemic, endemic, occupational, and other diseases; and the
creation of conditions which could assure to all medical service and medical attention in
the event of sickness."

The generally accepted definition of health is "a
state of complete physical, mental, and social well-
being and not merely the absence of disease or
infirmity", used by the World Health Organization
(WHO) since 1948.
The Preamble to the WHO constitution also affirms that it is one of the fundamental rights of
every human being to enjoy "the highest attainable standard of health".

World Federation of Public Health Associations, 2009: “HEALTH: THE FIRST HUMAN RIGHTS”
Public health is "the science
and art of preventing disease,
prolonging life and promoting
health through the organized
efforts and informed choices of
society, organizations, public
and private, communities and
individuals.”
There are 2 distinct characteristics of public health: 1. It deals with preventive rather than curative aspects
of health 2. It deals with population-level, rather than individual-level health issues
The focus of public health intervention is to prevent rather than treat a disease through surveillance
of cases and the promotion of healthy behaviors. In addition to these activities, in many cases
treating a disease may be vital to preventing it in others, such as during an outbreak of an
infectious disease. Hand washing, vaccination programs and distribution of condoms are examples
of public health measures. The goal of public health is to improve lives through the prevention
and treatment of disease.
