BARANGAY DRUG CLEARING

PROGRAM (BDCP)

DDB REG. NO. 3 SERIES OF 2017
• DDB No. 3 Series of 2017 was adopted
last February 14, 2017, and effectively
repealed, revised and amended DDB No.
2, Series of 2007, DDB No. 2 Series of
2016, and other issuances inconsistent
with the provisions thereof.
• The purpose is to provide guidelines on
the implementation of Barangay Drug
Clearing Program of the Government
NEW FEATURES OF DDB REG. NO. 3 SERIES
2017
1.Classification of Barangays;
2.Establishment of Oversight Committee;
3.Provides the procedure in Certifying the
“DRUG-CLEARED” status of Drug Affected
Barangays;
4. Provides for the responsibility of Officers
Primarily Responsible (OPR) and Support
Unit/Agency and its fund support;
5. Provides the guidelines for Reporting System;
and
6. Provides for the Duties of Local Chief
Executives and Penalty for Non-compliance.
Conduct of Barangay Drug-Clearing
Operations
Pre-Operation Phase
Provides the groundwork and bases for effective
and sustainable clearing operations against drug-
affected barangays
Operation Phase
Actual implementation of drug supply and
demand reduction strategies in priority drug-
affected barangays
Post-Operation Phase
Maintain the “DRUG-CLEARED” status of the
barangays after drug-clearing operations thru
support activities to be funded from the general
fund of the barangay
Pre operation phase

1. Activation of BADAC, BAT and SK [OPR:


CLGOO/MLGOO supported by Local PNP]

2. Capability enhancement [OPR: Local


PNP supported by LHO, LSWD, DepEd,
CHED, and SK Chairman]

3. Organization of house clusters [OPR:


Local PNP supported by LHO, LSWD, and
BADAC]
Pre operation phase

4. Submission of consolidated information


report [OPR: BADAC Chairman supported by
Local PNP]

5. Determination of priority drug affected


barangay [OPR: Local PNP supported by the
BADAC, LHO, LSWD, DepEd, and SK Chairman]

6. Enactment of City/Municipal Ordinance


pursuant to Section 52, Article VII, RA 9165
[OPR: Local Sanggunian]
Pre operation phase
7. Establishment of Rehabilitation Referral Desk
[OPR: LHO and LSWD in coordination with the
Treatment and Rehabilitation Center (TRC)
Administrator]
• Per DDB Reg. No. 3 Series of 2007 (Rules
Governing Voluntary Confinement for Treatment
and Rehabilitation) – the Executive Director of the
Board is authorized to act for and in behalf of the
Board, and further authorized to designate any
P/CHO, P/CSWD, P/CLGOO, Provincial/City Schools
Division Superintendent of DepEd, and Regional,
Provincial, City PPA, which shall be assisted by
PAO, unless the applicant retains the services of a
private counsel.
Per DDB Reg. No. 3 Series of 2007 (Rules
Governing Voluntary Confinement for
Treatment and Rehabilitation)
Per revised PAO Operations Manual, Article 5
Section 10, PAO can represent the DDB, it
authorized representatives and drug
offenders in the filing of Petition for
Voluntary Confinement
Operation phase

1. Law enforcement operation [OPR: PDEA


supported by AFP, Local PNP, Local
Government Officials and Prosecutor]

2. Administrative searches/regulatory
inspection [OPR: PDEA, Local PNP,
supported by LHO, Local BFP, and other
concerned offices]

3. Filing of complaint for abatement of


public nuisance [OPR: Local PNP, LHO, and
Local BFP supported by BADAC]
Operation phase

4. Conduct of advocacy and/or preventive


education seminars [OPR: LHO, LSWD,
DepEd, BADAC and Local PNP]

5. Processing of application for


voluntary/compulsory rehabilitation [OPR:
LHO and LSWD]
POST OPERATION PHASE

1. Implementation of sustainable support


projects [OPR: Barangay/SK Chairman
supported by Church Group, Local PNP,
LSWD, LHO, and Local Sanggunian]

2. Regular lecture, programs or fora on the


ill-effects of drug abuse and the
implementation of measures towards drug
abuse prevention and eradication [OPR:
Local PNP supported by LHO, LSWD,
DepEd, Barangay/SK Chairman and Local
Sanggunian]
Parameters for declaring “DRUG-CLEARED”
Status of Drug-Affected Barangays:

1. Non-availability of drug supply;


2. Absence of drug transit/transshipment
activities;
3. Absence of clandestine drug laboratory;
4. Absence of clandestine drug
warehouse;
5. Absence of clandestine chemical
warehouse;
6. Absence of marijuana cultivation site;
7. Absence of drug den, dive or resort;
Parameters for declaring “DRUG-CLEARED”
Status of Drug-Affected Barangays:

8. Absence of drug pusher;


9. Absence of drug user/dependent;
10. Absence of protector/coddler and financier;
11. Active involvement of barangay officials in anti-
drug activities;
12. Active involvement of SK to help maintain the
drug-liberated status of the barangay;

13. Existence of drug awareness, preventive


education and information, and other related
programs; and
14. Existence of voluntary and compulsory drug
treatment and rehabilitation processing desk.
DOCUMENTARY REQUIREMENT IN
BARANGAY DRUG-CLEARING PROGRAM

1. Oath of Office signed by each member of the


BADAC & BAT;

2. List of names, addresses, position held, contact


numbers of BADAC members and BAT;

3. Certification from the Punong Barangay as to the


total number of residents of the barangay;

4. Pictures taken during oath-taking of BADAC and


BAT ;

5. Attendance of Participants (BADAC members,


Barangay Tanods, Auxiliary Teams, and other
stakeholders of BDCP) during the
seminar/symposium;

6. Programme of the Seminar showing the


names of the Resource Speakers and their
respective topics on basic drug prevention
and control, prevention education, lecture on
barangay drug-clearing operation, etc;

7. Pictures taken during the seminar or


symposium;

8. List of designated House Cluster Leaders;

9. List of members of each House Cluster;

10. Drug Map of each House Cluster;

11. Consolidated Information Report of BADAC Chairman to C/MADAC
and to local PNP copy furnished C/MLGOO which includes but not
limited to the following:
a. All essential facts of any illegal drug activities in each cluster;
b. Identified drug affected house clusters, workplaces, streets, puroks,
and sitios
c. Names and other personal information of actual resident of the
barangay
d. Names, addresses, constant companion, place frequently seen, and
modus of suspected drug personalities in the barangay;
e. List of Drug Surrenderees who are residents of the barangay;
f. List of drug dependents who were brought to both Facility and
Community based Rehabilitation Centers
g. Complaints received by the Lupon crimes involving illegal drug
activities
h. All drug related incidents and its effect on the peace and order
situation
i. Other relevant facts like ordinances in support of anti-illegal drugs
campaign.

12. Certification from Local PNP on the


Classification of the Barangay;

13. Certified true copy of Municipal Ordinance


creating Administrative Board;

14. Barangay Ordinance/Resolution designating


focal person on Rehabilitation Referral Desk;

15. Certified true copy of the Municipal


Ordinance or Resolution designating an
Authorized Representative of the Dangerous
Drugs Board on the City/Municipal Level
preferably Lawyer;

16. Barangay Drug Abuse Prevention Plan (i.e. giving


awards to informants, stickers to vehicles, houses, display
of anti-drug campaign materials, etc.);

17. Barangay Information Education Campaign like conduct


of seminar/symposium on illegal drugs, conduct value
formation on parental care and guidance, etc. including
Attendance of Participants, Programme of Activities,
pictures taken during the conduct of activities;

18. Copy of Minutes of BADAC regular and consultative


monthly meetings including pictures and attendance;

19. Copy of minutes of special meetings with organization


in the barangay to get their commitment to assist in curbing
the drug menace in the community whenever necessary;

20. Conduct periodic monitoring of those undertaking


Community Based Drug Treatment and Rehabilitation
through the conduct of drug testing, if any;

21. Copies of Complaints filed in court, copies Search


Warrants implemented, copies of Warrant of Arrest
served;

22. Conduct of administrative searches (regulatory


inspections) of suspected drug dens. Clandestine
laboratories, chemical warehouses in coordination
with City/Municipal regulatory offices;

23. Conduct of sustainable support projects,


livelihood projects, counselling activities, and regular
lectures on preventive education;

24. Copy of the Annual Budget of the


Barangay showing the allocation of
substantial portion in the barangay
budget in the anti-drug campaign;
OSC Duties and Functions

1. Responsible for declaring a barangay as


DRUG-FREE after satisfying the parameters of
drug-cleared barangay;
2. Ensure sustainability of the program by
conducting regular monitoring of anti-drug
activities of the LGU;
3. Conduct quarterly validation of the status
of drug-cleared barangay;
- In case of any report of any drug related
activities, investigation must be
immediately conducted
OSC Duties and Functions

4. Conduct validation visit


- in case of any report, OSC shall direct
the BADAC to conduct a house visit on
the identified drug personality for
consideration of his/her surrender and
intervention;
- if surrender, he will undergo
intervention
- if not, he will be subjected to anti-drug
operation
*BADAC shall submit report to C/MADAC copy
furnish DILG C/M Field Office for monitoring
purposes

5. Authorized to perform drug test on drug


personalities or surrenderers undergoing
treatment, counseling, after-case,
rehabilitation or demand reduction
program as part of its validation process

6. Authorized to revoke all drug-free


certifications through official notice in
case the barangay fails to maintain all the
requirements for a drug-free barangay
Certifying the “DRUG-CLEARED” Status of
Drug-Affected Barangay

Procedure:
1. Conduct Barangay Drug Clearing
Operations;

2. Oversight Committee will conduct


assessment and validation pertinent to
compliance with the parameters

3. Issue certification declaring “DRUG-


CLEARED” status of affected barangay.
Certifying the “DRUG-CLEARED” Status of
Drug-Affected Barangay

Procedure:
* The certificate shall be attested by
the Chairman of C/MADAC

*Certified by the Chief of Police

*Validated by PDEA Regional Director


PENALTY FOR NON-COMPLIANCE

Non-compliance thereof shall be a ground for


possible administrative case pursuant to Section
60 of the Local Government Code and Criminal
case for violation of Section 32 of RA 9165.
