    and order and internal security concern

    GENERAL TASKING:
    MAN-MADE CRISIS/EMERGENCIES
    - Peace and Order Council (POC) at the
    appropriate level shall primarily act on the crisis
    situation.

    NATURAL CRISIS/EMERGENCIES
    - Crisis as a result of natural disasters or
    calamities, the National Disaster Coordinating
    Council (NDCC) and its subordinate entities
    shall primarily address the problem.
