FIRE PROTECTION SYSTEM IN

PETRONET LNG LIMITED

DAHEJ

AN OVERVIEW OF THE FIRE

PROTECTION SYSTEM

Prateek Shrivastava
The Strategy of Fire Prevention

• A fire must have three things to ignite and

maintain combustion:
– Fuel
– Heat
– Oxygen
• The basic strategy of fire prevention is to
control or isolate sources of fuel and heat
in order to prevent combustion
FIRE WATER PUMPS & FIREWATER
TANKS
• Total water available for fire fighting is 18000 m3 available in two fire
water tanks of 9000 m3 each.

• The minimum amount of water available for fire fighting is 17000 m3

which is sufficient to fight the worst case fire for up to four hours.

• Pump system comprise two jockey pumps of 125 m3/hr rate, four
diesel driven pump of 1050 m3/hour & two electric pumps of 1050
m3/hour capacity.
FIRE WATER NETWORK
• The fire water network comprise the fire water hydrant line covering all areas.

• Fire water double headed hydrant with landing valve are installed to provide
water at 7 kg/cm2 pressure at the outlet.

• Fire hose box with two delivery hose, two branches are provided at each hose
box installed near each hydrant.

• Fire escape hydrant are provide in admin building, electrical substation to

provide water for fire fighting.

• Fire water hose reel are provided as a means of first aid fire fighting to control
small fire.

• Fire water line is provided with isolation valve at the hydrant & at main fire
water line.

• Fire water line is charged to a pressure of 14 kg/cm2.

FIRE PROTECTION FACILITIES AT
JETTY HEAD

• Two tower mounted remote controlled monitors are installed art the jetty head
on 15 m tower.
• The discharge capacity of tower monitor is 360 m3/hr at 8 kg/cm2.

• The spray type is either jet or fog with locking device with 360 degree.

• Effective throw of water monitor is 80 m horizontally.

• Tower monitor can be operated from the main panel in jetty control room or
from the slave panel on the jetty head lower deck.

• Four double headed hydrants with hose box and accessories are also provide
at jetty head .

• A foam trolley of 200 liters is located at jetty head.

• Water spray /water curtain is also located at the jetty head.

FIRE WATER DELUGE SYSTEM
• Medium velocity fixed water facility are installed which are automatically activated
on the detection of a fire by two separate sensors or by manual from the FGS
PANEL in the MCR are installed in the following locations :
• BOG COMPRESSOR SUCTION DRUM
• BOG COMPRESSORS
• RECONDENSERS
• HP LNG SEND OUT PUMPS
METRING PIPING
• FUEL GAS ELECTRIC &AMBIENT HEATER
• STV STRUCTURE
• SCV AREA
• LNG MANIFOL D (HJETTY AREA )
• LNG drain drum
• Diesel l tank area
• Electrical transformers
• DENSE WATER CURTAINS ARE ALSO PROVIDED FOR :
• Jetty face& personal access route
• HP LNG pumps shed
• BOG compressor shed
• TTLF
HIGH EXPANSION FOAM SYSTEM
• High expansion foam system is installed fro LNG drain pits v-902 & v-
903 system is automatically activated on detection of an LNG spill.

• Foam system can be operated manually by local control panel or the

FGS panel.

• A foam depth of 1.8 m can be achieved with in 1 minute with foam

storage for 1hour operation.

• Foam system will stop after 3 minutes & need to be manually restarted
if required.
INERGEN -FIXED FLOODING SYSTEM IN
MAIN CONTROL ROOM

• Inergen system is installed in main control room at engineering room,

rack room & battery room and also in GTG PANEL ROOM.
• Inergen system consist of a mixture of gases that is Nitrogen- 50.5 %,
Argon -40.5 % & CO2- 9%
• Inergen system is operated automatically by sensing of cross zone fire
detectors.

• Prior alarm is sounded before actual activation as a warning of gas

release & with warning to escape from the area immediately.

• Actuation involves release of gas in the concerned area & subsequent

fire extinguishment by the oxygen depletion potential of the gas.

• After fire extinguishment is achieved by the release of gas the

affected area is ventilated to facilitate the release of inergen gas from
the spot.
NITROGEN -FIXED FLOODING SYSTEM IN
GTG & ELEC. SUB STATION

• Nitrogen system is installed in phase –II GTG PANEL ROOM, &

Electrical sub station PLC room.
• Nitrogen system consist of 100% Nitrogen gas in cylinder at 280 bar
pressure.
• Nitrogen system is operated automatically by sensing of cross zone
fire detectors.
• Prior alarm is sounded before actual activation as a warning of gas
release & with warning to escape from the area immediately.

• Actuation involves release of gas in the concerned area & subsequent

fire extinguishment by the oxygen depletion potential of the gas.

• After fire extinguishment is achieved by the release of gas the

affected area is ventilated to facilitate the release of Nitrogen gas from
the spot.
CO2-FIXED FLOODING SYSTEM AT GTG
• CO2 fixed flooding system comprise release of carbon dioxide gas in
the enclosed area of GTG which is on fire.

• The fire is sensed by cross zone of fire detectors installed in GTG

which gives indication to the master cylinder of CO2 fix flooding
system for release of carbon dioxide in the fire affected area.

• Carbon dioxide gas smothers the fire, that is cut off the oxygen supply
by way of its oxygen depletion potential.

• After the fire is extinguished the doors of the concerned GTG are
opened to stimulate the escape of gas from the area.

• System can also be operated manually by actuation of push button.

FIRST AID FIRE FIGHTING
• Portable fire extinguishers for the purpose of first
aid fire fighting are installed and placed in various
location relevant to the hazard in the area.

• Dry chemical powder, Foam & CO2 type fire

extinguishers are kept in plant location as a means
of first aid fire fighting.

• Regular training on use of first aid fire extinguisher

is imparted by fire department regularly for effective
use portable extinguisher in case of fire.

DESCRIPTION OF FIRE, GAS & SPILL
DETECTION
• The fire, gas & spill detection facility is installed on the LNG terminal
identifies 14 areas for constant monitoring .These areas are :
• Jetty head
• Trestle & unloading drain drum
• LNG TANK T101 & T102
• LNG TANK T103 & T104
• Recondenser
• LNG HP pumps
• BOG compressors
• Shell & Tube vaporizers
• Process drain drum
• Submerged combustion vaporizers
• Fuel gas heater
• Metering station
• Pig launcher & metering station
• TTLF
DESCRIPTION OF FIRE ,GAS & SPILL
DETECTION
• The area identification is displayed on the mimic panel in the main
control room. Depending upon the risk in above mentioned area,
various detection devices are located for detecting gas leak, fire, LNG
spill. For gas leak detection alarms at 20%& 60% LEL alarm comes in
the MCR. The gas detector are catalytic & will lead to emergency
shutdown via two gas detectors sensing 60% LEL voting system. The
fire detectors are of UV/IR type and any two of which in a given plant
area will automatically activate that area’s fire water deluge system.

• Buildings are protected by smoke detectors that are installed in all

rooms, cable trenches and sub floor areas. If fire is detected in a
building then the common alarm is activated on the fire alarm system
panel as well as in the FGS system in control room and fire station.

• Manual call points are installed in the plant areas & building to
communicate fire by breaking of the glass.

for all fire equipments.

• SOPs are also in place for checking, inspection and maintenance.

• Every Fire protection system/F F equipment get inspected once in

month.

• Operational test of each fire protection system is being carried out at

least once in a year.
MUTUAL AID SUPPORT
