Introduction
- At present, all MSs being in dedicated mode in a given cell get the same neighboring cells information,
even if the MSs are related to different network operators (which have roaming agreements).

- The “IMSI based handover” feature introduces an operator specific differentiation of MSs regarding
handovers between networks of the different operators: The target cells for a handover can be
restricted according to the IMSI (international mobile subscriber identity) of the mobile subscriber.

- A subscriber’s mobile station staying in a visited network can be commanded to monitor only
specified neighbor cells (i.e. cells of authorized PLMNs) and to make a handover only to these cells.

- This feature comprises handovers from 2G to 2G cells (intra-GSM) and from 2G to 3G


cells (inter-system). The intra-GSM and the inter-system part can separately be configured and applied.

Benefits
• The main benefit of IMSI-based Handover is that the handover access of the other operators' subscribers
can be limited to defined cells.

• IMSI-based Handover also introduces a handover trigger which directs subscribers from the shared or
roamed network to the subscribers' home PLMN.

• The owner of a shared network can:

- Prevent unnecessary handover attempts from his own subscribers to the client operators network.
- Prevent unnecessary handover attempts from subscribers of a client operator to his own network.
- Support the transfer of own subscribers to his own network.

Feature description

The IMSI-based Handover is based on the international mobile subscriber identity (IMSI).
IMSI is a combination of Mobile Country Code (MCC) + Mobile Network Code (MNC) + Mobile Subscriber
Identification Number (MSIN).

The BSC receives the IMSI by the MSC via the COMMON ID message or via the HANDOVER REQUEST message
in case of an inter-BSC or inter-system (RNC-BSC) handover.
If the Inter-BSC or GSM-WCDMA Inter-System Handover takes place before the MSC has IMSI, the MSC sends the
COMMON ID message to the target BSC after receiving the IMSI.

Note: IMSI transmission is controlled with the COMMON ID supported option for BSSAP, which has to be set on in the MSC.

The BSC retains the IMSI during an active call.

Feature description
When GSM call is established (TCH active) , SI5/5bis/5ter are sent by BSC on SACCH and contains
Neighborg frequency list that the mobile is asked to measure.

With Feature BSS12158: IMSI-based Handover, the SI5 Neighbor frequency list is build depending on
Subscriber IMSI ( and home PLMN ).

Impact on radio interface
Impact on Abis interface:

There are changes to the following messages because of IMSI-based Handover:

• SI_BEGIN: Indicates to the BTS, if the IMSI-based Handover is enabled.


• SACCH_INFO_MODIFY: The call-specific neighbor cell lists are sent in this message to the BTS.
• CHANNEL_ACTIVATION: The call-specific neighbor cell lists are sent in this message to the BTS.

Impact on A interface:

The IMSI information element is always handled in the following messages because of IMSI-based Handover:

• HANDOVER REQUEST
• COMMON ID

Authorized networks and Subscriber groups
Authorized networks:

An authorized networks list determines the networks in terms of PLMN IDs whose cells are allowed for handover,
see the Table below where each row defines such an authorized networks list. For example the second authorized
networks list allows to use the cells of the host operator’s PLMN and PLMN 2 as handover targets; all cells
belonging to the same authorized networks list have equal handover target priority regarding PLMN
considerations.

The first authorized networks list in the table comprises the greatest number of PLMNs (and handover targets),
and would typically be used as default list if no other authorized networks list could be selected. Separate default
lists are foreseen for handovers to 2G cells only and to 2G and 3G cells.

Authorized networks and Subscriber groups
Subscriber groups:

Subscriber groups a selection of subscribers of one network operator identified by a part of IMSI digits (MCC,
MNC and part of MSIN).
A subscriber group is determined by the value of its HPLMNID attribute (a part of an IMSI) and is linked to an
authorized networks list.
A subscriber is allowed to use services of one authorized networks list only, i.e. there can be only one link from a
subscriber group to one authorized networks list.
A subscriber who does not belong to a configured subscriber group is defined as default subscriber.
A subscriber group also indicates if WCDMA roaming (i.e. handovers to 3G cells) is allowed (attribute:
“3Gallowed”).
It is possible to define up to 128 subscriber groups.

Authorized networks and Subscriber groups

If a subscriber’s IMSI does not belong to any configured subscriber group or if, for any reason, the BSC does not get
the IMSI from the MSC, then the subscriber is considered as default subscriber and is automatically linked to the
default authorized networks list (a default authorized networks list can comprise a subset of all available PLMNs).
Thereby existing roaming agreements with other operators not using IMSI based handover are kept. Moreover the
operator has to define subscriber groups and authorized networks lists only for exceptional subscriber groups which
shall have restricted handover access. According to this idea, no subscriber group has to be defined for the PLMN of
the host operator (and possibly his roaming partners).

• If a subscriber group has no link to an authorized networks list, then there is no restriction of handover targets for
the subscribers of this group (this is the same behavior as with IMSI based handover disabled).

Example 1/2:

Operators B and C are client operators having rent GSM


coverage in special areas.

There are authorized networks agreements between


operator A and B and between operator A and C, but not
between B and C.

and vice versa shall be prohibited as much as reasonable.

Subscribers of operator A shall be kept in cells of operator


A (which offer complete GSM coverage)

Figure shows an example of a shared network. Operator A is the host operator offering countrywide GSM coverage.

Example 2/2:
The following configuration provides the desired behavior.

Three subscriber groups are set up – one for each operator – and one related authorized networks list for
each of them. Another authorized networks list is created as default list.

Interdependencies
MSCs

IMSI-based Handover works with MSCs that always sends IMSI to the BSC in the HANDOVER REQUEST
and COMMON ID messages. That MSC must also support Inter-PLMN handover.

• Only circuit-switched IMSI-based Handover is supported.

Limitations
Do not use the following measurements in the same cell where the IMSI-based handover to GSM cell is enabled:
• BSS2132: Undefined Adjacent Cell Measurement
• BSS9041: Channel Finder Measurement
• BSS10072: Statistical Support for Automated Planning
• BSS11085: Automated Planning Enhancement

The above-mentioned measurements require the use of an Idle State List during a call and IMSI-based handover to GSM
cell cannot be enabled, if the Idle State List is in use..

Configuration Examples
The situation before IMSI-based handover configuration:
Host operator has a GSM network.
The host operator has roaming agreements with several inbound roaming operators.
Subscribers of host operator and inbound roaming subscribers only use host operator's network.
Cells that belong to other networks have not been defined as neighbour cells for the GSM network of the host operator.

The target situation (with IBHO) :


Host GSM operator wants its subscribers and inbound roaming subscribers to use its GSM network (MCC = 856, MNC = 23) only.
GSM operator 'Greenfield1' wants its subscribers to use host operator's GSM network whenever
Greenfield1's own GSM network (MCC = 856, MNC = 78) is not available.

GSM operator 'Greenfield2' wants its subscribers to use host operator's GSM network whenever
Greenfield2's own GSM network (MCC = 856, MNC = 66) or

Feature activation : Example
1) Install IBHO (Imsi Based HandOver) licence, and Activate IBHO Feature.
2) Make sure that IMSI transmission has been activated in MSC.

3) Build Authorised Networks (ANE) (a lists of PLMNs to which certain subscribers will have equal Handover access rights). (10 ANE Max).
