Guideline summary

For standard 2way receive diversity sites:


• MaximumTransmissionPower = min (maxDlPowerCapability, 43 dBm)

For standard RBS6000 2way receive diversity sites:


• If MaxDlPowerCapability is <43 dBm then additional power license(s)
should be loaded until that the MaxDlPowerCapability is ≥43 dBm,
wherever this is possible given the HW capabilities of the RU/RRU

The Primary CPICH should be set to 10% of the

Expected impact on quality and KPIs

• CPICH power increase trial conducted in 2011 showed in general positive results.
• Improvements:
• DL CPICH RSCP improved due to the higher CPICH power setting
• The DL CPICH Ec/No improved due to the reduction of own cell interference.
• Positive impact is seen in a retainability improvement and an increase in 3G traffic (both voice and
packet).
• Different P-CPICHpower settings can be used (within limits), without having a negative impact on
performance.
• Points of attention:
• P-CPICH power increase trial shows only one negative impact, a decrease in the average user
throughput. (16% in trial)
• RRC admission blocking shows a shift to power based blocking. During the trial only a local impact on
accessibility was seen due to this. One cell was changed back to old CPICH settings because of this

Preparation
• Make HW inventory and current power levels (see input from Wim)
• Resulted in: many cells have incorrect MaxDLPowerCapability. This need to be corrected before license
additions, also for SON sites.
• Many cells have Txdiversity and MIMO Transmission Scheme set. What is the impact?
• Make plan for MaximumTransmissionPower and CPICH power changes
• Determine license impact and check if license are available to enable 43 dBm
maximumTransmissionPower
• Make overview which licenses are needed for Pilot and Network wide implementation
• License implementation (pilot, rest)
• A direct link between network power settings and Atoll should be made (VF internal scope)
• Atoll should use the actual cell based CPICH values
• Can be done independent of network power adaptation
• Network to be leading, in order to support SON initiated changes

Implementation plan : Pilot
• Pilot area to be defined (1 RNC)
• Manage relation will other network changes
• Update cell power settings to the guideline, including license loading
• Implement option for blacklisting: cell based exception list for power reduction +
motivation and planned solution
• Perform impact monitoring
• RES (aggregated over the pilot area)
• Counters
• Determine impact of UL/DL imbalance due to variation in CPICH power settings
• In case of performance degradation:
• See chapter 5 of the CPICH guideline

Implement plan: network wide
• After successful pilot network wide implementation of power
guideline, except on cells where SON is enabled
• Performance and capacity monitoring (counter based)
• See CPICH guideline chapter 5
• Update site integration template to the guideline (can be done
already, no dependencies)
