DEVELOPMENT OF CLIMATE-

RESPONSIVE INTEGRATED RIVER

BASIN MASTER PLAN:

CAGAYAN
RIVER BASIN CAR, II and III

DepEd Conference Hall, Gundaway, Cabarroguis, Quirino City

| 22 September 2017
Rationale
 EO 510 created RBCO in 2006
 Integrated basin master plan for 18 major river basins
 Enhance development interventions
 Passage of RA 9729 or the Climate Change Act of 2009
and RA 10121 or the Philippine Disaster Risk Reduction
and Management Act of 2010
 Incorporate and mainstream climate change
perspectives with DRR issues and measures in
development planning
Objectives
To update the Integrated River Basin Master Plan and
incorporate the implications of the new climate normals in
addressing the concerns on:
 Water resources management
 Watershed management
 Flood control/mitigation, disaster risk reduction and hazards
management
 Wetland management
 Economic development
 Institutional linkages and organizational structure for river
basin management
Methodology
 Coordination with Concerned Agencies
Phase 1  Updating of River Basin Profile
 Risk and Vulnerability Assessment
 Setting of vision, missions, goals (VMG), and
targets
 Identification of strategies, programs and
projects
 Evaluation of strategies, programs and
Phase 2 projects
 Investment and implementation planning
