What is Accountability?
EVOLUTION OF
ACCOUNTABILITY

IN PUNJAB
Prevention of corruption Act 1947: it was implemented in dominion of Pakistan for prevention
of bribery and Corruption
■ In 1950 princely State of Bahawalpur adopted it’s own version of Act
■ In October 1958 (After Bahawalpur and some other princely states joined union of Pakistan)
an Ordinance was passed to extend the act to whole Pakistan..
■ After 1970 Punjab established Anti corruption establishment to ensure eradication of
corruption from Government institutions..
■ Meanwhile Accountability commissions were also established..
■ On 16 November 1999, Ordinance XVIII was passed to establish a strong institution of
NATIONAL ACCOUNTABILITY BEAURU (NAB)
STRENGTHS
■ Influential and Reputable Institutions for tackling Corruption
■ High-end Expertise in:
■ Monitoring Public Contracting Processes
■ Planning and Implementing, Complaints reporting and Management system
■ Providing legal and Advocacy services
■ Strong Web of Fraud detection mechanism in FIA and FBR
■ NAB has special Accountability courts to provide quick justice
■ Induction of Influential Figures in Accountability system
WEAKNESSES

■ Limited Interaction with Private Sector


■ Limited Capacity to mobilise citizens involvements due to financial constraints
■ Needs improvement on Organizational Development
■ Lack of Interest by Government
■ Ignorance and poverty of people increases the chances of corruption even at lower
level
■ Changing trends of top authorities
OPPORTUNITIES

■ Bringing anti corruption onto Public Agenda through strong support from local and
international Media
■ With growing Awareness and Demand for Anti Corruption measures, streamline and
launch new projects through potential funding
■ Expanding services to victims of corruption
■ Should take help of social media for anti corruption awareness among people
■ Current PTI led Government of Pakistan has strong Motivation and will to eradicate
corruption so, it is a golden opportunity and favourable working environment for
anti corruption authorities
THREATS
■ Our Accountability system faces a lot of Threats and pressure by political leaders
and other influential figures
■ Lack of Political will
■ Limited Resources
■ Interference of Government
■ Change of Government changes the trends of Departmental projects
■ Lower corruption perception index among people
CONCLUSION:
■ Pakistan is placed among the countries where corruption is very high and most of
people are entwined in this evil
■ There are strong institutions like NAB, FIA, FBR and Accountability commissions to
tackle down corruption
■ Provided enough resources to these institutions and improved literacy rate may
prove fruitful
■ Dynamics about Accountability are changing and we will see some serious
developments soon
■ Province of Punjab is currently ruled by PTI and they are facing a strong opposition in
Punjab Assembly so, it will be easier for anti corruption establishment to bring
accountability across the board
