HOSPITAL SAFETY INDEX TOOL (HSI)

ORIENTATION AND WORKSHOP

(OCTOBER 3-5, 2018 RDR HALL)

OUTPUT SUMMARY
HOSPITAL SAFETY INDEX TOOL (HSI): RATIONALE
 Serves as an indicator to improve the functioning of the hospital
during emergencies and disasters
 Critical compliance to the Safe Hospital Campaign (hospital
assessment)
 A technical and standardized evaluation tool was necessary
 It is not a tool to assess the overall operations of a hospital. It aims
to give a snapshot of its resilience in the face of different hazards
and identify areas that can be strengthened for the short and longer
terms
HOSPITAL SAFETY INDEX TOOL: OBJECTIVES
• To assess hospitals’ safety and vulnerabilities
• To formulate recommendations on necessary actions, and promote
low-cost/high-impact measures for improving safety and
strengthening emergency preparedness.
• To provide direction on how to optimize the available resources to
improve safety and ensure the functioning of hospitals in
emergencies and disasters.
HSI EVALUATION FORMS
• Form 1 . General Information about the hospital

• Form 2. Safe Hospital Checklist

• - Use to make preliminary diagnosis of hospital’s safety
and capacity to provides services in emergencies and disasters.
• - Compose of 151 items
• - Divided into four sections or modules
CONTENT AND APPLICATION
• Composed of 4 modules
• Module 1: Hazards and vulnerability assessment
• Module 2: Structural safety
• Module 3: Non-structural safety
• Module 4: Emergency and disaster management

CONCLUSION BASED ON THE
HSI CALCULATOR:
• URGENT INTERVENTION MEASURES ARE NEEDED
• THE HOSPITAL IS UNLIKELY TO FUNCTION DURING
HOSPITAL EMERGENCIES AND DISASTERS
• THE HOSPITAL’S CURRENT LEVELS OF SAFETY AND
EMERGENCY AND DISASTER MANAGEMENT ARE
INADEQUATE TO PROTECT THE LIVES OF PATIENTS
AND HOSPITAL STAFF DURING AND AFTER
EMERGENCY OR DISASTERS.
