REASON FOR TOPIC

• Mother’s who children are born with a substance should be charge for abuse, neglect/ child
endangerment because children who are born addicted have many obstacles to face
• Department of Social Services and Guardian and Litem are only involved when there is
allegations of abuse and neglect
PURPOSE FOR CHANGE

• Help reduce the rate of children being born addicted

• Allow Mother’s to be accountable for their actions
• Reduce a continuous of positive results with Mothers with multiple children

• Allow children to be born without fighting for their life
