PNP Memorandum Circular No. 2016 -006, Revise PNP Filed Training Officers Development Program, dated Feb 22, 2016; d. NMC 2016-002; e. PNPMC 2014-017 entitled: PNP Field Training Officers Development Program dated June 10, 2014; f. Sec. 19, RA 8551; g. PNP Field Training Program Manual for Police Officer 1 (2006); h. PNP P.A.T.R.O.L PLAN 2030 and i. Standard Training Package (STP) for Field Training Officers of the Field Training Program for PO1. SCOPE AND LIMITATIONS The PNP Field Training Officers Development Program (FTODP) shall apply to PNP uniformed personnel with the ranks raging from PO3 to PCINSP who are qualified to become Field Training Officers (FTOs) to Police Trainees (PTs) and to the Newly Appointed Police Commissioned Officers (NAPCOs) under the 2nd phase of the Field Training Program (FTP). The ranks of Police Inspector to Police Chief Inspectors were included in this program to serve as FTOs to suitably accommodate NAPCOs. In accordance with Sec 19 of RA 8551, “All uniformed members of the PNP shall undergo a Field Training Program for twelve (12) months involving actual experience and assignment in patrol, traffic and investigation as requirement for permanency of their appointment. days evaluation at the end of every phase) Patrol 85 days Investigation 60 days Traffic 30 days Final Evaluation 5 days TOTAL 183 days DEFINITION OF TERMS Daily Observation Report (DOR) – a documents that shows the daily performance of a police trainee and describes his/her strengths and weaknesses on a given day Field Training Coordinator (FTC) – is a supervisor and evaluator who works closely both with FTOs and PTs/NAPCOs Field Training Exercise/On-the-Job Training (FTX/OJT) – is a 6 month training program that involves actual experienced and assignment in patrol, traffic, and investigation works as a requirement for permanency of appointment in the police service. DEFINITION OF TERMS Field Training Officer (FTO) – is a coach, instructor, supervisor, documenter, and evaluator of PTs either on patrol, traffic, or investigation phase during FTX/OJT Field Training Officers Development Program (FTODP) – is program that comprises two phases (1) the Field Training Officers Course, and (2) the FTO Service Duty obligation Filed Training Officer Course (FTOC) – is a 10 day training designed to enhance the knowledge and skills of experienced police officers with the ranks of PO3 to PCINSP, given to them in preparation to their new role once selected to act as FTOs to PTs/NAPCOs. Field Training Program (FTP) – is a 12 month program inclusive of Public Safety Basic Course (PSBRC) and Field Training Exercise/On the Job Training. DEFINITION OF TERMS FTO Service Duty (FTOSD) – shall be the time requested from FTOs in one of the three (3) phases of FTX/OJT Newly Appointed Police Commissioned Officer (NAPCO) – refers to PNP uniformed personnel appointed as PCO, who entered into the PNP service either via lateral entry such as PNPA graduates and technical officers, or those who have promoted/rose from the ranks. Police Trainee – one who had completed the 6 month Public Safety Basic Recruit Course (PSBRC) and is a candidate for the six (6) month FTX/OJT Remedial Test – is a special test/exercise given to a PT/NAPCO in consideration for his/her failures in the first evaluation conducted by the designated FTO in any of the three (3) phases of FTX/OJT DEFINITION OF TERMS Termination Proceedings – it is a due process given to the PTs/NAPCOs who failed to comply with the FTP standards in any of the three phases of FTX/OJT Weekly Performance Report – is a consolidated report prepared by the concerned FTC which reflects the achievement of each PT/NAPCO for the week Regional Specialized Training Unit (RSTU) – is a training unit under the PNP Training Service established to cater all in – service training courses at the PRO level and is headed by a Training Manager. RESPONSIBILITIES PD/CD AND COP Provide logistical, operational, and administrative support for the conduct, continuity, and success of the FTX/OJT; Assist the FTOs and PTs/NAPCOS in their billeting/accommodation requirement; Provide Regional FTO Selection Board list of available, qualified, and potential FTOs; Provide RSTU list of police stations where PTs/NAPCOs can be deployed for FTX/OJT; and Perform other functions as required. RESPONSIBILITIES OF THE ADMIN PERSONNEL To check the daily attendance of FTOs, PTs/NAPCOs. Submit a weekly attendance report to the Training Section of the PPO/CPO and thereafter be forwarded by the PD to the Chief, RPHRDD copy furnished the Training Manager, RSTU RESPONSIBILITIES OF FTO Prepare a Daily Observation Report Serve as a coach, instructor, motivator, documenter, supervisor and evaluator to PT/NAPCO assigned to him/her during FTX/OJT Shall convey a positive and objective attitude to the PT/NAPCO Shall employ the combined skills of an experienced police officer and a patient mentor Must be a leader and a role model who represents the true mission and values of the PNP organization, and Perform other functions are required RESPONSIBILITIES OF FTC Collect the DOR accomplished by FTOs and prepare the weekly performance report of PT based on the DOR Ensure the proper implementation of the FTX/OJT Supervise and evaluate reports made by FTOs on the PT/NAPCOS Recommend before the PRO/NSU Termination Board the termination from the police service of PTs/NAPCOs who failed the FTX/OJT Review, compile, and monitor evaluation to PTs/NAPCOs ensuring fairness and impartiality Assist the FTOs in the preparation of remedial Disseminate to FTOs directives and guidelines coming from higher units, and Perform other functions as required. Ensure that the rules and policies of the FTP are
followed and that no violations are committed; Recommend for the termination of Police recruits who failed the evaluation; Submit required reports to higher headquarters; and Perform other duties on orders. DO’s

Ensure the proper implementation of FTP; Collect the DOR accomplish by FTOs and prepare the Weekly Performance Report of the FTX/OJT; Disseminate to FTOs directives and guidance coming from higher units; Designate another set of FTOs for PTs/ NAPCOs recommended to undergo remedial test; Assist the FTOs in the preparation of remedial test of PTs/NAPCOs; DO’s
Specific Guidelines (C, FTC – Station Admin Officer):
Supervise and evaluate the performance of the FTOs as well as consolidate the evaluation reports made by FTOs on the PT/NAPCOs; Recommend before the PRO/NSU Termination Board the termination from the police service of PT/NAPCOs who failed the FTX; Review compile, and monitor evaluation to PTs/NAPCOs ensuring fairness and impartiality; DON’Ts COP or any member of Police Station Intervening in the deployment of the FTPs/OJTs, except in providing the FTOs with Deployment Plan for the Patrol, Traffic and Investigation Phase of the OJT Program; Directing or allowing the FTPs/OJTs to conduct or carry out police functions without the supervision and observation of the FTOs. (Ex. Entry blotter, traffic accidents, Search Warrant, Warrant of Arrest etc.) DON’Ts Field Training Officer Not supervising the OJT in the actual performance of police work; Harassing, intentionally embarrassing or treating in a demeaning manner any police recruit undergoing the FTP. Name-calling or use of derogatory terms by the FTO are not acceptable. FTOs shall not show their anger or frustration while they are working with the police recruit. Remember-praise in public, correct in private; Associating with or socializing with the police recruit when he/she is off duty. Any relationship with him/her shall be strictly professional; DON’Ts Field Training Officer Making discriminatory or sexist remarks against any police recruit; Making sexual remarks or advances towards any police recruit in the program; Accepting gifts from or giving gifts to the police recruit; Attempting to agitate or anger citizens, suspects or prisoners. Comments of any types that are intended to agitate or cause anger will not be tolerated; DON’Ts Field Training Officer Dating or attempting to date police recruits while they are in the FTP. If a FTO is related to a student or if he/she had a special relationship with the police recruit officer that began before the latter was in the program, the C, FTC must be advised of this. Consideration can then be given to placing the recruit with another FTO other than the person with the special relationship. The requirement is to eliminate allegations of possible bias by the FTO regarding the police recruit. The intent is to maintain the maximum effectiveness of the FTO in his job. DON’Ts Police Trainee Not to bribe his FTO, FTS, C,FTC, COP; Not to use other persons to pressure or influence his FTO, FTS, C FTC and COP; Do not cheat during quizzes conducted by his FTO or copy reports of his co-police recruits or other police personnel and submit them as his/her own; Do not violate any law (Revised Penal Code, Special Laws) and PNP rules and regulations. Conduct or carry out police functions without the supervision and observation of the FTOs. (Ex. Entry blotter, traffic accidents, Search Warrant, Warrant of Arrest etc. DON’Ts Not to Carry Firearms Not to Drink in Public Places Not to Enter in Casino, Gambling Dens and Houses of Ill Refutes Do not Post compromising Pictures, Statements, and opinions in Social Media No posting of PNP memorandums, orders, letters and other issuances in Social media Avoid sleeping, smoking, reading newspaper and unnecessary texting while on duty COMPLIANCES
