Guidelines on the Implementation of the Joint

Delivery Voucher Program (JDVP) for Senior High


School Technical Vocational Livelihood
Specialization in SY 2017-2018

WHAT IS THE PURPOSE OF THE JDVP-TVL

With the nationwide implementation of the SHS


program in School Year (SY) 2016-2017, TVIs (public or
private) have TVL resources (teachers, workshops, tools,
and equipment) that may be made available to public SHS
students. In conformity with the mandate of the
Constitution to promote and make quality education
available to all Filipino citizens, and in recognition of the
complementary roles of public and private educational
institutions, this Department intends to tap these
resources by entering into partnerships that will enhance
the delivery of basic education.

What is the JDVP TVL?
A program for DepEd public SHS students wherein
students will take up core and applied subjects in
DepEd public SHS, and TVL specialization subjects
in qualified technical-vocational institutions
(TVIs)..

What is the JDVP-TVL?
A tuition fee assistance to Grade 12 students in public SHSs that
have been ascertained to have major resource gaps for the
completion of TVL specializations.

The tuition fee assistance is in the form of vouchers given to


student beneficiaries to enable them to cross enroll for the
completion of TVL specializations in eligble private SHSs, non
Deped public SHS, or private TVI for the provision of TVL subjects.

The vouchers shall be settled by DepEd upon validation of billing


statements submitted by JDVP-TVL partner s based on training
services rendered to learner beneficiaries

What are its Objectives?

• Enhance the learners’ technical knowledge,


competencies and skills
• Provide an appropriate learning environment
required of the specialization
• Address delays in the provision for the necessary
resources for TVL specializations

WHO ARE THE BENEFICIARIES?

74, 922 Grade 12 students taking the TVL track currently


enrolled in the TVL track in 958 participating DepEd SHS
schools who will be allowed to take their TVL
specialization subjects in eligible private or Non-DepEd
public SHS and private TVIs for the remainder of SY 2017-
2018

How Much Subsidy Will be Provided per Student?

Public SHS students may be subsidized for as much as


P15, 475.00 per learner-beneficiary for at most 4 specializations
and a maximum of 160 hours. The payment to TVIs will depend
on the duration of the TVL specialization
This shall cover tuition and miscellaneous expenses
(consumables) for the remainder of SY 2017-2018.

The cost of one specialization is PhP 3731.25

TVIs cannot charge public SHS students top-up fees. 7


How Much Subsidy Will be Provided per Student?
The subsidy shall cover the assessment fee for only one
specialization. The learner-beneficiary shall take the
NC of his or her choice in any AC before the end of SY
2017-2018

Should the training period in terms of number of


specializations be less than (4) per leaner-beneficiary
resulting in the excess amount from the voucher, the
learner may use that amount to augment partially or
completely the Php 550; otherwise, the remaining fund
shall revert to Treasury 8
What is the duration of the Program?

Only for the remaining days of SY 2017-2018

From February 1 to March 27, 2018

STEP 2: Identification of JDVP- TVL Partners
For SHS, certified true copy of the Provisional Permit to
offer SHS-TVL issued by DepEd for private SHS or non-
DepEd SHS;

For private TVI, certified true copy of TESDA accreditation;

Email application form Board Resolution indicating the intention to participate


to SDO and to comply with SHS Specialization Curriculum
Learning Standards, including absorptive capacity of 25
learners per class, Pedagogical Requirements, and Policies
on Assessment and Rating System based on DepEd Order
No.8, s.2015; and

Attestation that there is a maximum four-kilometer


distance between the listed qualified public SHS and
the applicant partner.

STEP 2: Identification of JDVP- TVL Partners

Within three days from its receipt of the application, the SDO shall
assess the application, conduct an ocular inspection, and, if
warranted, issue to the eligible JDVP-TVL Partner, a Certificate of
Eligibility using the attached template.

The SDO shall email a list of eligible applicants to RO and CO


on or before January 22, 2018.

STEP 3: Voucher Issuance, Utilization and Implementation
The Central Office (CO) – Bureau of Curriculum Development (BCD) shall send on
January 16, 2018, a PDF copy of the list of Public SHS TVL and learner-beneficiaries to
the SDOs copy furnished the RO. The SDOs, after validation, shall email on or before
January 19, 2018, to the RO, copy furnished BCD, the list of learners who will not be
included in the Program.

• After validation, the school heads shall instruct the TVL teachers to prepare the
leaner-beneficiaries’ list of competencies that need further enhancement by the
JDVP-TVL Partner.
• On the basis of the validated lists, the RO shall issue the voucher to the qualified
TVL Senior High School learner beneficiaries through the SDO not later than
January 24, 2018.
• For purposes of tracking the number of learner-beneficiaries and the actual cost
of specialization, the BCD shall assign the unique control numbers based on the
validated list per RO and shall issue the same to the RO on or before January 20,
2018.
• The RO shall assign the unique control number per learner-beneficiary which
shall be indicated in the voucher.

STEP 3: Voucher Issuance,

The SDO shall furnish the different qualified public Senior High
Schools the list of JDVP-TVL Partners on or before January 23,
2017, and shall conduct an orientation on these guidelines to
the participating JDVP Partners and DepED SHSs on or before
Jan 27, 2018. The SDO shall inform schools of the schedule of
orientations and it shall keep a copy of the orientation
program and attendance sheet as evidence of the activity.

STEP 3: Voucher Issuance, Utilization and Implementation
A certification of the JDVP-TVL student beneficiary’s needed competencies and skills shall
be prepared by his/her TVL teacher/s and duly noted by the school head, and the same
shall be issued January 23 to the learner beneficiary.

The summary of the certified needed competencies of the learner-beneficiaries


per JDVP Partner shall be disseminated during the orientation conducted by the
SDO on or before January 27, 2018.

The Voucher entitles the learner-beneficiary to take a maximum of


four (4) TVL Specializations in one (1) JDVP Partner. The learner-
beneficiaries are disallowed to transfer from one JDVP Partner to
another during program implementation.

STEP 3: Voucher Issuance, Utilization and Implementation

The Public Senior High School Head shall;

Conduct an orientation to the student-beneficiaries and their parents on or before January 26,
2018, and keep a copy of the orientation program and attendance sheet as evidence of the
activity.

Arrange the class schedule that will be convenient for the learner-beneficiary to attend training
in the JDVP-TVL venue such that s/he will attend class/training in the JDVP-TVL Partner, not
exceeding in eight hours daily, and will go there from home and return home from the JDVP-TVL
Partner.

Assign a teacher-coordinator to regularly confer with the trainer of the JDVP-TVL Partners on the
implementation of the agreements pertinent to matters discussed during the orientation, as well
as monitor the learner-beneficiaries’ attendance in the training to ensure maximum learning.

STEP 4: JDVP Partner shall

Attend the orientation that will be conducted by the SDO


and of the partner school

Receive a copy of the list of learner-beneficiaries during the


SDO orientation.

Prepare the education and training schedule with the


public SHS.

Assign trainers and trainer-coordinator for the Program.

STEP 4: JDVP Partner shall

Orient the learner-beneficiaries on school rules and


expectations

Undertake to provide the needed education and training of the learner-


beneficiaries for at least 40 hours per TVL specialization from February 1-March
27, 2018. Receive a copy of the list of learner-beneficiaries during the SDO
orientation.

Monitor the delivery of the education and training by the


assigned trainers and attendance and participation of the
learner-beneficiaries

Exercise due diligence to ensure their protection and safety.

STEP 4: JDVP Partner shall

Guide and assist the learner-beneficiaries as regards their


choice of NC and AC

Pay the costs of the AC fee chargeable against the voucher.

Submit to the concerned public SHS School Head and School


Division Office the following end of the Program-Reports,
certified true and correct by its Head, within a week after
the end of classes of the second semester SY 2017-2018.

The JDVP Partners shall submit to the concerned Public School Heads and School
Division Office the following end of the Program-Reports, certified true and
correct by its Head, within a week after the end of classes of the second
semester SY 2017-2018

STEP 4: Financial Arrangements for JDVP Partner
BCD shall download an amount to the SDO for the conduct of the division level
orientation and the conduct of the school orientation for schools which are non-
implementing units. It shall also download funds direct to the SHSs which are
implementing units for the conduct of the school-based orientation.

The JDVP Partner shall be paid through the the list of due and demandable
accounts payable (LDDAP) by the CO based on the validated billing statementss
and SDO – issued certifications.

The JDVP Partner shall accomplish 4 original billing statements and secure from
the SDO a certification that it has submitted all end of the program reports found
to be complete, true and correct.

A week after the JDVP partners’ submission of pertinent documents, the SDO
shall submit to the RO the summary of the JDVP TVL payments for the 4 original
billing statements and the SDO issued certification.

STEP 4: Financial Arrangements
The JDVP Partner shall accomplish four (4) original billing statements and secure
from the SDO a certification that it has submitted all end-of the Program reports
found to be complete, true and correct.

The JDVP Partner School Head shall submit the four (4) original billing
statements and the SDO Certification to BCD within a week after the end of
classes of the current semester SY 2017-2018.

The BCD shall review the four original billing statements and the SDO
certification submitted by the JDVP-TVL Partner, and, if found in order, forward
the same to the Office of the Undersecretary for Finance – Accounting and
Disbursements for payment to the JDVP-TVL partners.

All other costs, except for the FGDs/post-conference to be conducted by the


BCD, shall be charged against local funds subject to the usual accounting and
auditing procedures.

STEP 4: Financial Arrangements for JDVP Partner

The BCD shall review the submission of the RO and


if found in order, forward the same to the office of
the USEC for Finance- Accounting and
Disbursements for the payment to the JDVP TVL
partners.

All other costs, except for the FGDs/post-conference to be


conducted by the BCD, shall be charged against local funds
subject to the usual accounting and auditing procedures.

STEP 5: Monitoring and Evaluation

The DepEd-Central Office, through


the BCD, shall provide Technical
Assistance (TA) such as orientation
and other forms of assistance to the
ROs and the SDOs to ensure smooth
implementation of the program. It
shall also monitor and evaluate the
program implementation.

STEP 5: Monitoring and Evaluation

ROs with the SDOs shall validate and monitor


selection of the participating public SHS-TVL,
certification of JDVP-TVL Partners and the
implementation arrangements including payment
of partners. They shall also provide technical
assistance to teachers and staff of the participating
schools, and shall recommend to the BCD specific
measures to improve implementation guidelines
for succeeding implementation.
